El objetivo fue analizar comunicacionalmente y evaluar los programas de ambos medios. Se discutió sobre treinta y do...s piezas de todos los niveles educativos, en un periodo de siete meses, con veintisiete expertos comunicadores y se evaluó la experiencia a partir de cincuenta actores destino de la estrategia. El estudio fue metodológicamente naturalista, de enfoque cualitativo, con tipologías hermenéuticas indirectas y fenomenológicas, y bajo diseño de codificación abierta. Se hallaron ocho categorías generadas a pleno albedrío que arrojan resultados sobre sesgados contenidos y cuestionables formas de presentación; se visibilizaron brechas educativas, digitales y generacionales, así como desarticulación entre los ejes educación y comunicación. This book became an important reference for the studies and practices of participa...tory communication worldwide and was decisive for the review of diffusion models, which took communication as a tool to guide the reproduction of models considered modern and developed, without paying attention to local experiences and knowledge. Approached more broadly, the transversality of communication in Freire’s pedagogical perspective can be discussed from at least three perspectives. The first combines language, education and communication. The second links education and communication with popular mobilization and, more openly, with processes of political engagement. The third stems from Freire’s own critical positioning in relation to the media. "This report provides an overview of how digital technologies are being used to support youth’s transition from school to work, ‘learning to earning’, in displaced and host communities. Based on a rapid analysis of emerging approaches and lessons in this burgeoning space, the report’s purpos...e is to inspire concerted attention and action to ensure effectiveness and scale of such digital enablers. The focus of the report is on youth in forcibly displaced and host communities, though many of the solutions presented serve youth in vulnerable contexts more widely, with applicability to forcibly displaced persons (FDPs) and migrant populations more broadly. Many insights are also relevant to youth programming more generally, though efforts have been made to draw out the specific considerations for forcibly displaced youth. The report intentionally takes a global view, though the majority of solutions presented are implemented in the Middle East and North Africa (MENA) and sub-Saharan Africa (SSA) regions, which coincides with the focus of the PROSPECTS Partnership. The experiences of forcibly displaced youth vary widely, across and within national boundaries. The solution landscape is also complex, involving different national and international agencies working at national and local levels. Even within countries, school-to-work transition differs according to whether forcibly displaced youth reside in camps or in resettled urban settings, and whether youth are still ‘in transit’. "Two main factors influence how we might assess the quality of a massive open online course (MOOC): purpose and perspective. By purpose we mean the reason(s) the MOOC has been developed and facilitated. By perspective we mean who is measuring the quality. These two factors are intrinsically linked. ...From a university perspective, investing in setting up and running a MOOC in, for example, Clinical Trials, may be a worthwhile investment if it serves the purpose of extending global reputation. But for a learner, the purpose of participating in the MOOC could be to network with other students. The university may measure quality by monitoring the scale and reach of the students — so, if the MOOC has over 25,000 participants from 46 countries, it could be viewed as high quality. However, learners may find it difficult to connect with other students on the MOOC platform. For this reason, the MOOC will appear low quality to them. This link between purpose and perspective makes the measurement of quality challenging. The present Guidelines for Quality Assurance and Accreditation of MOOCs have been developed to guide the selection of quality metrics by four stakeholder groups: governments, accreditation bodies, institutions and learners. There are two stages for using the guidelines. The first stage involves identifying the purpose(s) of the MOOC from the stakeholders’ perspectives. In the second stage, stakeholders are encouraged to reflect on the metrics that will determine whether that purpose has been achieved. A range of quality metrics, associated with different stages of learning (before, during or after MOOC creation and participation), is provided in Appendix 1. Each of the stakeholder groups is likely to be interested in different stages of the learning process and different measures." (p.4-5)

"Dans cet article, je réfléchis à la relation entre don et marché éditorial en Afrique francophone ainsi qu’à son évolution. Comme je l’observe, l’intensification du don et la diffusion de l’idée qu’il n’y a pas de livres en Afrique coïncide avec l’essor de ce que l’on appel...le ‘la mondialisation éditoriale’ à partir du début des années 80. Je relève par ailleurs que cette période correspond à la mise en place du plan d’ajustement structurel (PAS) par les institutions dites ‘de Bretton-Woods’. Dans les années qui suivront, le secteur éditorial sera un des premiers touchés par les mesures d’austérité imposées par les bailleurs internationaux ... Comme je l’observe, le don de livres importé par une diversité de structures occupe une place historique en Afrique francophone, participant à l’omniprésence de l’édition du Nord. L’édition africaine se trouve alors réduite à la portion congrue de 10% des livres présents en librairies. Idem pour le livre scolaire, monopolisé à plus de 80% par l’édition étrangère, essentiellement française. Un des arguments prioritaires du don de livre en Afrique, c’est qu’il n’y a pas (ou pas assez) de livres. C’est en fait, peut-être, l’inverse: il y a un monopole du livre étranger qui ne permettrait pas au livre africain de rayonner suffisamment pour être connu/reconnu dans le monde. Le don serait donc la ‘fin de chaine’ d’un processus de minorisation: il contribuerait à la sous-représentation documentaire, voire à la dévalorisation des productions africaines, véhiculant l’image d’un continent de friche éditoriale… Mais tout comme cette vision est simplificatrice, il est réducteur de limiter le don à un processus strictement inégalitaire et partie prenante d’un système économique et idéologique de domination culturelle: c’est précisément cette diversité du don qui en rend l’analyse passionnante. Dans cet article, je propose une analyse des pratiques de don et de ses différents visages en Afrique francophone. Comme je le montre, son évolution est intrinsèquement liée à une histoire institutionnelle et aux relations de coopération développées entre États africains et bailleurs internationaux, depuis le matin même des Indépendances (fin des années 50/début des années 60). Celles-ci ont tout d’abord concerné séparément les développements structurel et culturel, avant que ne commence à naitre une idée de culture comme condition du développement économique." "This essay analyses the role of audience research as a change agent in media development interventions in Afghanistan. It analyses how audience research in transnational contexts involves a complex set of intercultural negotiations and translations that contribute to the enduring relevance and sust...ainability of the highly popular Afghan radio soap opera New Home, New Life. This is a ‘development drama’ that has been broadcast across Afghanistan since 1993. It is based on BBC Radio 4’s The Archers and produced by BBC Afghan Education Projects (BBC AEP). Audience research has been vital to forging a dynamic relationship between the creative teams who make the drama, the donors who pay for it, and the audiences who consume it. The article addresses three broad themes. First, we outline how data gathered in formative audience research, prior to the creation of the drama, provides the creative team with the dramatic raw material for the radio serial. The extensive qualitative data gathered by Afghan researchers in local milieux is translated so as to enable culturally diverse teams of writers and producers to ground the serial narratives in the lived experiences of its audiences, and to introduce multiple local perspectives on development issues. Second, we show how evaluative audience research, data gathered in the postproduction phase, plays a key role in providing critical audience interpretations of New Home, New Life’s dramatic themes. In so doing, it creates feedback loops that allow audiences to become active participants in the ongoing creation of the drama. The research designs and devices, developed over the last two decades to document the changing life-worlds of Afghan citizens-cum-audiences, are part of an ongoing set of transcultural encounters that contribute to strengthening the social realist appeal of the drama and to calibrating how far any given storyline can be pushed in terms of cultural propriety. Third, we examine how during periods of military conflict, when routine audience research becomes dangerous or impossible and audience feedback loops are disrupted, the writers and producers have to rely on their own personal and political experiences, often with unpredictable ideological consequences. We draw attention to the limitations and challenges of making dramas for development in highly charged politicised and postcolonial contexts. While, development dramas may be a cheap and effective way of dealing with certain informational needs, such as landmine awareness, they cannot redress social and structural inequalities or, as Western donors wish, eradicate opium cultivation." "This World Bank study discusses secondary textbook and school library availability in Africa, its cost and financing, and its distribution and publishing. The study’s objective was to analyze the issues and provide some options and strategies for improvement. Reforms are urgently required in the ...secondary school systems of most African countries in order to: (i) reduce the number of textbooks and reference books required by secondary education curricula; (ii) reduce the unit costs of textbooks; (iii) increase the target book life thus increasing cost amortization and reducing annual textbook fees/budgets; (iv) increase the financing allocated to textbook provision from either government or parents, and (v) ensure that curricula change does not make expensive materials redundant too early or too often. The authors of the study believe that if a reliable market exists local publishing can develop to service it, even in direct competition with multinationals; and that the market does not necessarily have to be large, but that the critical factor is predictability. If publishers are confident that funding will be available, from whatever source, year after year, then local publishing will emerge to serve that market. This, it is argued, is perhaps most clearly demonstrated in Botswana where a tiny but reliable and reasonably predictable secondary school sector has five competing approved textbooks in some secondary subjects."
