"Digital infrastructure increasingly enables the extraction, exploitation, processing and analysis of personal and behavioural data. Data analytics have not just become the core of the digital economy but also constitute a growing feature of the public sector. Wide areas of public administration are... now based on, or at least informed by, the aggregation of data for the purpose of profiling, categorising, sorting, rating, ranking and segmenting populations, and then treating them distinctly. Scoring systems and other forms of predictive analytics are prime means to assess citizens yet these systems are applied mostly without the knowledge of those being analysed and the exact mechanisms of data analytics remain obscure. Citizens are classified according to criteria that are not transparent, with consequences they do not know about, and without an open way of redress. As citizens are continuously profiled and evaluated, there is a power shift from citizens to the state. All this raises fundamental questions regarding the quality of democracy in a context of datafied administration and governance. Whereas a democracy requires that the people adopt the role of the sovereign, in a datafied society this sovereign does not have much knowledge, understanding, or say in how it is treated. Key questions arise: What are avenues for people to participate in decisions about the use of predictive analytics by public institutions? How can they intervene into an increasingly automated state? How can the datafied society be democratised? To investigate these questions, this report addresses six themes: 1. Institutional dynamics; 2. Initiatives of civic engagement; 3. "This study examines whether and how public media systems contribute to the health of democracies in 33 countries in Europe, Africa, Asia, North America, the Middle East, Latin America, and South America. We gather national economic data and public media funding levels, audience shares, and regulato...ry data, primarily for 2018 and 2019 but in some cases earlier, due to lack of available data. We then assess correlations with strength of democracy indices and extend Hallin and Mancini's typology of North American and European media systems through hierarchical cluster analysis of these 33 countries. We find five models of public media systems around the world, ranging from “state-administered” systems with low levels of independence (Botswana and Tunisia) to systems aligning with Hallin and Mancini's “Democratic Corporatist” model, with strong and secure (multiyear) funding, large audience shares, and strong regulatory protection for their independence. In between, we identify three mixed models: a “Liberal-Pluralist” model, a “Direct Funding” model, and a “Commercial–Public” model. Correlations and cluster analyses show that high levels of secure funding for public media systems and strong structural protections for the political and economic independence of those systems are consistently and positively correlated with healthy democracies." "This article examines what drives audience participation in interactive broadcast shows, with implications for the democratic potential of these shows as spaces of citizen engagement and public discussion. It makes three contributions, the first two to audience and media studies and the last to pol...itical communication. First, it provides evidence to fill a gap in empirical knowledge on what drives audience participation in interactive broadcasts in Africa. “Mediated sociability”—the ways in which audience members are socialized into thinking about interactive broadcast shows as a space in which people like them have a voice— emerges as a strong determinant of audience participation. Second, it then uses this evidence from a non-Western perspective to reinforce the importance of conceptualizing the interactive broadcast show as a convened social space that can enable active citizenship. "Internews Rumour Tracking Methodology consists of four key functions: 1. A mechanism to determine and document which rumours are circulating; 2. An effective strategy to fact-check information and rumours; 3. A variety of accessible and inclusive mechanisms to share accurate responses to rumours; 4.... "Computational propaganda is an emergent form of political manipulation that occurs over the Internet. The term describes the assemblage of social media platforms, autonomous agents, algorithms, and big data tasked with the manipulation of public opinion. Our research shows that this new mode of int...errupting and influencing communication is on the rise around the globe. Advances in computing technology, especially around social automation, machine learning, and artificial intelligence mean that computational propaganda is becoming more sophisticated and harder to track at an alarming rate. This introduction explores the foundations of computational propaganda. It describes the key role that automated manipulation of algorithms plays in recent efforts to control political communication worldwide. We discuss the social data science of political communication and build upon the argument that algorithms and other computational tools now play an important political role in areas like news consumption, issue awareness, and cultural understanding. We unpack the key findings of the nine country case studies that follow—exploring the role of computational propaganda during events from local and national elections in Brazil to the ongoing security crisis between Ukraine and Russia. Our methodology in this work has been purposefully mixed, we make use of quantitative analysis of data from several social media platforms and qualitative work that includes interviews with the people who design and deploy political bots and disinformation campaigns. Finally, we highlight original evidence about how this manipulation and amplification of disinformation is produced, managed, and circulated by political operatives and governments and describe paths for both democratic intervention and future research in this space."
