"Public service media (PSM) are widely acknowledged as part of the variety of solutions to disinformation. The remit of PSM, formed around values of universality, equality, diversity, accuracy and quality, implies a responsibility to fight disinformation by producing fact-based news content and find...ing anti-disinformation solutions. In this article, we introduce a framework for assessing how PSM organizations are able to counter disinformation in different contexts. Our normative framework provides a triangulation of contextual factors that determine the role of the PSM organization in the national environment, the activities carried out to fight disinformation and expert assessments of the potential of PSM to reduce the impact of disinformation. The framework is illustrated with analyses of PSM from the Czech Republic (CZE), Finland, Spain and the United Kingdom (UK)." (Abstract)

"This study examines whether and how public media systems contribute to the health of democracies in 33 countries in Europe, Africa, Asia, North America, the Middle East, Latin America, and South America. We gather national economic data and public media funding levels, audience shares, and regulato...ry data, primarily for 2018 and 2019 but in some cases earlier, due to lack of available data. We then assess correlations with strength of democracy indices and extend Hallin and Mancini's typology of North American and European media systems through hierarchical cluster analysis of these 33 countries. We find five models of public media systems around the world, ranging from “state-administered” systems with low levels of independence (Botswana and Tunisia) to systems aligning with Hallin and Mancini's “Democratic Corporatist” model, with strong and secure (multiyear) funding, large audience shares, and strong regulatory protection for their independence. In between, we identify three mixed models: a “Liberal-Pluralist” model, a “Direct Funding” model, and a “Commercial–Public” model. Correlations and cluster analyses show that high levels of secure funding for public media systems and strong structural protections for the political and economic independence of those systems are consistently and positively correlated with healthy democracies." "This book investigates public service broadcasting (PSB) models in post-authoritarian regimes, and offers a critical inspection of the development of a Western European-originated PSB system in Asian transitional societies, in particular in Indonesia since the 1990's. Placing the case of Indonesia'...s PSB within the context of global media liberalization, this book traces the development of public service broadcasting in post-authoritarian societies, including the arrival of neoliberal policy and the growth of media oligarchs that favour free market media systems over public interest media systems. The book argues that Western European PSB models or 'BBC-like' models have travelled to new democracies, and that autocratic legacies embedded in former state-owned radio and television broadcasters have resisted pro-democratic media pressures. As such, similar to new PSBs in other post-colonial, transitional and global south regimes, such as in Arab states or Bangladesh, this book demonstrates that the adoption of PSB in Indonesia has not reflected the ideal PSB project initially envisaged by media advocates but was flawed in both media policy and governance. It explores the history of broadcast governance in authoritarian Indonesia, and considers how Western European PSB or 'British Broadcasting Corporation/BBC-like' models have travelled - somewhat uneasily - to new democracies, but also how autocratic legacies embedded in former state-owned radio and television channels have resisted external parties of pro-democratic media systems." "Since the end of genocide in 1987 Zimbabwe has remained a zone of ‘conflicts’, and the enduring debates surrounding this genocide, especially in public-owned but state-Controlled media, call for critical attention. Three years after independence, in 1980, Zimbabwe was plunged into a genocide na...med ‘Gukurahundi’ (meaning the rain that washes the chaff away after harvest) that lasted until 1987. This article argues that there has been a clash of ‘interests’ playing out in the mediation of this yet-to-be-officially addressed genocide. Through evidence from public-owned media, the media that carry the official voice of the ruling party, I argue that public media have seen genocide from conflicting and complex angles, making it difficult to reach a consensus suitable for national building based on genocide truths, meanings and effects to Zimbabweans. I specifically use the Unity Accord-associated holiday, the Unity Day, and its associated debates to pursue two arguments. First, public media have played an ambiguous role in appreciating the conflictual and multipronged nature of the genocide within ZANU-PF. Second, public media have largely been supportive of, and even complicit in, official silences on genocide debates and memory. The article uses public sphere and narrative analysis as frameworks for understanding the operations of public media journalism in the mediation of genocide nearly 30 years after its occurrence." "The transformation of state media to public service media (PSM) is one of the most ambitious endeavors in the field of media development. Not many efforts to free the national media from government control have succeeded in the past decades. In this paper the comparatively promising cases of Kyrgyz...stan, Mongolia, Moldova and Serbia are discussed. The PSM in these countries all have a new legal basis, including a public service remit and a relatively independent governing body in which civil society is represented. The services delivered to the public by these media are analyzed according to a number of societal functions which are assembled under two general headings: “creating a public sphere” and “supporting integration”. Based on this analysis, a differentiation between “PSM in initial transformation” and “PSM in advanced transformation” is suggested. In all cases studied, different actors successfully used windows of opportunity: general political agendas to reform the media, a specific engagement from the management as well as support from the population and civil society. Media development actors here helped to advance the processes of change in different ways. Recommendations for future media development include strategic planning, inclusion of local actors, the pooling of legal expertise as well as structured processes of organizational development and capacity building." "Uganda's broadcast media landscape has witnessed tremendous growth in recent years. While the public broadcaster remains the dominant national player - in terms of reach - in both radio and television, commercial broadcasters have introduced a substantial level of diversity in the industry. Public ...broadcasting faces serious competition from the numerous private and independent broadcasters, especially in and around the capital Kampala and major urban centres. In fact, the private/commercial sector clearly dominates the industry in most respects, notably productivity and profitability. The public broadcaster, which enjoys wider geographical coverage, faces the challenge of trying to fulfill a broad mandate with little funding. This makes it difficult for UBC to compete with the more nimble operators in the commercial/private sector. Overall, there appears to be a healthy degree of pluralism and diversity in terms of ownership." (Publisher)

A telling example of the profound nature of this change is the term broadcasting itself and its changing connotations. From its origins as a broad term covering communicative activity it is in the process of becoming merely a technical term for one of a number of distribution methods and technologies used by media companies. To avoid the risk of “Public Service Broadcasting” (PSB) being interpreted in this narrow sense of traditional terminology in this report it will be termed “Public Service Media” (PSM). What the report lacks in clear-cut answers will hopefully be compensated for by its plenitude of difficult and provoking questions. Many of them have been formulated and discussed in the course of fruitful debates with colleagues in media and academia and with members of the commissioning Group of Specialists of the Council of Europe." "Public broadcasting has a lot of friends in the world today - but they do not always seem to be loving quite the same thing, and certainly not for the same reasons. For some, the term merely refers to radio and television which is not commercial, following the common distinction between public and ...private enterprises. For others it means a service provided to the public - much like public schools or public health facilities. And just as there is general agreement that these will be provided by the state for the benefit of all citizens, the same is taken to apply to broadcasting. Terms like national broadcaster or state broadcaster or public broadcaster are thus used interchangeably, as if they all denoted one and the same thing. For yet another group of friends, public broadcasting is the natural home of all that is great and good and worthy on the airwaves, far removed from the plain offerings of commercialism and entertainment. This Tool Box will dissect some of these myths and misperceptions, so that an informed debate can be held on what exactly public broadcasting is all about, and to assist its real friends in civil society in their advocacy work. It will describe more precisely what makes a public broadcaster the very opposite of a state broadcaster, what it can do and should be doing, and how it will be controlled, financed, organised and run in order to succeed."
