"In this article we consider the notion of digital global public good and articulate our understanding of it. Against this conceptual foil, we examine the development of DHIS2 (District Health Information Software Version 2), a global health platform inspired by public goods, focusing on the paradox...es that arise in the scaling process. We find that the scaling dynamics played out differently at the macro and micro levels, giving rise to the following paradoxes: addition of new functionalities to cater to the universe of users across the world (macro level) works counter to the needs of users in particular locations (micro level); responsiveness to the requests of the donors with a global view (macro level) distorts the production process, as the voices of users, situated in remote locations in developing countries, are not adequately heard; the system needs to be simultaneously relevant across the global (macro level) and the local (micro level), when the former calls for decontextualization and the later (re)contextualization. We then discuss challenges these paradoxes create with regard to attaining non-rivalry and non-exclusion, the defining characteristics of a public good." (Abstract)

"Focusing on the internet as a foundational technology, this paper begins by summarising recent developments in digital inclusion theory, particularly as this relates to developing countries. It sets out a framework of core components of digital inclusion - including access/use, quality of access/us...e, affordability, and digital skills - and briefly considers policy implications. The paper then surveys the ways these components are currently measured in household and firm surveys and by international organisations, highlighting some of the often-overlooked weaknesses of current measures, and suggesting possible improvements. The paper also reflects on potential applications of (and risks associated with) new ways of measuring digital inclusion using big data. Lastly, building on the framework developed, the paper reviews the empirical literature on ‘digital divides’ in developing countries, and makes suggestions for how future research could become more rigorous and useful." Die Beseitigung der Armut, die Sicherstellung der Welternährung, mehr Bildung und die Bekämpfung des Klimawandels – nur mit echten Entwicklungssprüngen können wir die Ziele für nachhaltige Entwicklung noch erreichen. Die digitale Transformation kann das Fundament dafür bilden. Deshalb hat die Weltgemeinschaft die Chancen digitaler Innovationen auch in vier der 17 Ziele der Agenda 2030 explizit hervorgehoben – SDGs: hochwertige Bildung (4), Geschlechtergleichheit (5), Industrie, Innovation und Infrastruktur (9) und Partnerschaft zur Erreichung der Ziele (17). Auch die COVID-19-Pandemie hat die Bedeutung und Notwendigkeit der digitalen Transformation aufgezeigt. Digitale Lösungen sind ein wichtiges Instrument, um die aktuellen Herausforderungen zu meistern – aber auch um für zukünftige Krisen gewappnet und schnell reaktionsfähig zu sein. "The connection between digital and inequality has traditionally been understood in terms of the digital divide or of forms of digital inequality whose core conceptualisation is exclusion. This paper argues that, as the global South moves into a digital development paradigm of growing breadth and de...pth of digital engagement, an exclusion worldview is no longer sufficient. Drawing from ideas in the development studies literature on chronic poverty, the paper argues the need for a new concept: “adverse digital incorporation”, meaning inclusion in a digital system that enables a more-advantaged group to extract disproportionate value from the work or resources of another, less-advantaged group. This explains why inequality persists – even grows – in a digital development paradigm. To help ground future research and practice on this issue, the paper inductively builds a conceptual model of adverse digital incorporation with three main component sets: the processes, the drivers, and the causes of adverse digital incorporation. The paper concludes with thoughts on a future research and practice agenda that seeks to deliver digital justice in the global South: a necessary reconfiguration of the broader components of power that currently shape the inclusionary connection between digital and inequality." "What has changed in the decade or so since the ideas of a new “ICT4D 2.0” phase were first mooted? This paper reviews those changes, based on a new framework model. At a foundational level, it looks at recent and current trends in digital technologies, data, processes and the implications these... have for the user demographics and network structures that underpin the role of digital ICTs in international development. It then summarises some of the new building blocks of development: digital roles, digital products and digital business models. We could call what is emerging “ICT4D 3.0.” However, this paper argues that the changes are such that we could talk of a paradigmatic shift and suggests that the elements could be collated as a new “digital-for-development” paradigm. "The challenge in evaluating China’s foreign aid has always been the unavailability of reliable data sets. This study constitutes the first analysis of the AidData data set from a communication network perspective. It examines China’s development aid to Africa in the ICT sector from 2000 to 2014.... Combining data mapping, network modeling, and regression, it uncovers general trends of aid allocation, central players, and collaboration patterns among aid agencies. The results demonstrate the variability in the distribution of China’s foreign assistance to 44 African countries. In particular, African countries with less population, worse economic development, but higher oil rents are more likely to receive ICT aid from China. This study also finds that aid implementation is less likely to occur through collaboration within the same sector or between state-owned enterprises (SOEs) and private companies. This research reveals nuanced geometries of aid with “Chinese characteristics” that move beyond the extractive “Angola model” or the mutual benefits model. These findings provide implications on how Chinese telecommunication companies are shaping Africa’s digital future." (Abstract)

"Drawing on Amartya Sen's capabilities approach to development - which shifts the focus from economic growth to a more holistic, freedom-based idea of human development - Dorothea Kleine examines the relationship between ICTs, choice, and development. Kleine proposes a conceptual framework, the Choi...ce Framework, that can be used to analyze the role of technologies in development processes. She applies the Choice Framework to a case study of microentrepreneurs in a rural community in Chile. Kleine combines ethnographic research at the local level with interviews with national policy makers, to contrast the high ambitions of Chile's pioneering ICT policies with the country's complex social and economic realities. She examines three key policies of Chile's groundbreaking Agenda Digital: public access, digital literacy, and an online procurement system. The policy lesson we can learn from Chile's experience, Kleine concludes, is the necessity of measuring ICT policies against a people-centered understanding of development that has individual and collective choice at its heart." Although mobile phone operators have been able to use the mobile phone for mobile remittance and bill payment services in several countries, banks have had little success in usi...ng mobile phones as part of a growth or outreach strategy. This paper focuses on smaller banks or microfinance institutions (MFIs) that face a much higher cost-of-service delivery because of the smaller transaction values they handle and the likely more remote and dispersed location of at least some of their customers. The opportunity seems particularly great for them, but implementation challenges also loom larger because of their small scale. "Billions of US dollars are invested each year by the public, NGO and private sectors in information-and-communication-technologies-for-development (ICT4D) projects such as telecentres, village phone schemes, e-health and e-education projects, e-government kiosks, etc. Yet we have very little sense ...of the effect of that investment. Put simply, there is far too little impact assessment of ICT4D projects. In part that reflects a lack of political will and motivation. But in part it also reflects a lack of knowledge about how to undertake impact assessment of ICT4D. This Compendium aims to address that lack of knowledge. It presents a set of frameworks that can be used by ICT4D practitioners, policy-makers and consultants to understand the impact of informatics initiatives in developing countries. "This publication aims at understanding the nature and importance of various configurations of social and technological networks in community settings that combine to form a Local Information Networks (LIN). In this study LINs are conceptualised as comprising of two very different elements: one soci...al, the other technological. Disaggregating the social and technological dimensions of local information networks helps us to understand how they work in practice and how they might be strengthened to bring greater social and economic benefits to the poor communities in which they are located. Hence, in both a practical and theoretical sense, a local information network can be thought of as a larger living field of social connections and communicative that determines the nature of information flow. On the technological side, the ICTs respond to specific local information needs expressed by recipient communities. On the social side, the combination of technological and human capacities embodied in a given intervention is superimposed upon a pre-existing field of social relationships. The three initiatives have been selected for the ways in which they demonstrate the use of social and technological elements within the local environment. Namma Dhwani and Nabanna were established through UNESCO’s Information and Communication Technologies for Poverty Reduction project, developed under UNESCO’s crosscutting theme on the eradication of poverty, especially extreme poverty. Akshaya on the other hand, is a State Government of Kerala initiative aimed at ICT literacy. The study concludes with the understanding that the technical dimensions of communication can never be fully divorced from the social if ICTs are to genuinely reach the poor with the information they need. Investment in social networks is critical since traditional forms of communication like word-of-mouth remains the most powerful, intimate and effective form of communication available to the very poor. The study also highlights the importance of local content production and the need to involve communities in the content creation process as key to achieving success is the quality, reliability and relevance of the information communicated."
