In contrast to these cases, we can observe Argentina, Brazil and Mexico, where fiction barely exceeds 15% in the years of greatest participation and is close to 10% in others. Paradoxically, both Brazil and Mexico are fiction producers and exporters to the rest of the region. Halfway between both extremes, Chile, Colombia, Peru, Portugal, Uruguay and Venezuela can be observed in the years in which it has been possible to observe their behavior. Since open television is a system of contents structured in schedules associated with household routines, it is worth asking about differences in roles and uses of television by audiences or the eventual substitution of these roles by alternative media or genres. The second aspect is one of trends. Except for the case of Spain, the general trend seems to be towards a decrease in the involvement of fiction in programming. And, although the Top 10 most watched fiction productions offer a very partial view of the whole, they also show a decrease in time of the audience levels reached." (Pages 24-25)

Qualitative findings have revealed four major traits of the digital media ecosystem in Western Balkans: (1) market underdevelopment (the market significantly lags behind the developed countries); (2) financial constraints (media outlets are not resourceful enough and lack funding to use advanced services digital media ecosystem offers); (3) media dynamics and technological uptake (traditional media outlets recognize the opportunity in digital media and mostly possess digital channels as secondary screens to their main formats, with larger media also utilizing the opportunities of YouTube and podcast format); (4) driven by donors or media outside of WB (independent media outlets are mainly driven by donors and external investments. Furthermore, the main reasons for slower progress in the media landscape and with media outlets in Western Balkans are identified in the study, namely: (1) economic challenges, (2) lack of infrastructure, (3) regulatory environment, (3) media ownership and control, (4) lack of training and skills and (5) monetization challenges. Each of these reasons are elaborated, with the support of arguments from the primary study.
Comprehensive maps of media outlets and IT companies in the Western Balkans are created, with detailed lists of both categories provided. Here, it can be concluded that there are plenty of actors in both sectors as well as the sector is growing. The study further groups media outlets into three main categories, taking the level of digital transformation and technology adoption: (1) advanced media outlets, (2) media outlets undergoing transformation, and (3) traditional media outlets. In terms of IT companies, and general in the IT sector, which is very prolific in the region, the study selected ones that demonstrate innovativeness and an advanced assortment of services and products, positioning them as potential collaborators for media outlets seeking to improve their digital presence, engagement strategies, and content delivery mechanisms." Internet adoption by the elderly: Employing IS technology acceptance theories for understanding the age-related digital divide. Manchester Age Friendly Neighbourhoods had 4,000 conversations in four ‘age-friendly’ resident-led neighbourhood partnerships in Manchester. This fieldwork demonstrated that the inability to create and share information within and across residents, communities and service providers is a key contributor to social isolation and barrier to local collaboration. MAFN developed a CTP to correlate perceptions that it was difficult to find out what was going on in the neighbourhood, with an exhaustive audit of actual activity. The result was collective surprise at finding out about dozens of events in each area that were previously either poorly communicated or which were not normally published at all, relying entirely on word of mouth. The CTP was developed using a capability model [Kleine (2013). Technologies of choice? ICTs, development, and the capabilities approach. MIT Press] to discover and overcome both the social and technical barriers preventing the hosts of neighbourhood activities collaboratively and sustainably self-publishing their event information. . How should European policymakers understand these developments and respond to them? To answer this question, this report looks at Russia’s engagement in Africa, reaching three main conclusions.
First, Moscow’s engagement with Africa has so far remained limited as compared to that of other global players, particularly in the economic domain. The current level of (media) attention devoted to Russia’s role in Africa is thus not supported by sufficient evidence of its actual engagement in the continent. At the same time, however, the growth of Russia’s presence is a real trend.
Second, Russian actors are guided by a rather loose strategy when it comes to Africa. The Russian state has some interests that act as a broad framework. However, the actual engagement is carried out not only by state actors, but also by state-backed conglomerates and politically connected private businesses. These latter actors have their own specific interests, which are not always fully aligned with those of the Russian state. While state actors are often driven by geopolitical considerations, Russian companies are more interested in economic opportunities.
Third, Russia’s engagement in African countries is significantly shaped by the different national contexts and by the interests of African governments. For instance, in a strong state like Ethiopia, Russia’s engagement takes place exclusively at the governmental level. By contrast, in Sudan and Mali (contexts with weaker state structures), other Russian actors like private military companies (PMCs) and private businesses are involved. Yet, in all three cases, Moscow’s presence tends to grow when relations between African governments and their international partners (especially in the West) deteriorate, often in the wake of authoritarian turns. This shows the opportunistic nature of Russia’s engagement, as well as the complex trade-offs faced by EU/MS governments when engaging with African governments." (Executive summary)
