"This publication aims at understanding the nature and importance of various configurations of social and technological networks in community settings that combine to form a Local Information Networks (LIN). In this study LINs are conceptualised as comprising of two very different elements: one soci...al, the other technological. Disaggregating the social and technological dimensions of local information networks helps us to understand how they work in practice and how they might be strengthened to bring greater social and economic benefits to the poor communities in which they are located. Hence, in both a practical and theoretical sense, a local information network can be thought of as a larger living field of social connections and communicative that determines the nature of information flow. On the technological side, the ICTs respond to specific local information needs expressed by recipient communities. On the social side, the combination of technological and human capacities embodied in a given intervention is superimposed upon a pre-existing field of social relationships. The three initiatives have been selected for the ways in which they demonstrate the use of social and technological elements within the local environment. Namma Dhwani and Nabanna were established through UNESCO’s Information and Communication Technologies for Poverty Reduction project, developed under UNESCO’s crosscutting theme on the eradication of poverty, especially extreme poverty. Akshaya on the other hand, is a State Government of Kerala initiative aimed at ICT literacy. The study concludes with the understanding that the technical dimensions of communication can never be fully divorced from the social if ICTs are to genuinely reach the poor with the information they need. Investment in social networks is critical since traditional forms of communication like word-of-mouth remains the most powerful, intimate and effective form of communication available to the very poor. The study also highlights the importance of local content production and the need to involve communities in the content creation process as key to achieving success is the quality, reliability and relevance of the information communicated." "This article explores the public value of community media in Austria. Though they fulfil various important functions in civil society, they do not enjoy the same legislative recognition and financial funding like other public-value-generating broadcasters do. For this study five normative functions... have been developed to measure the community media’s public value: the articulation function, the participation function, the complementary function, the media literacy function and the strategies in media convergence function. In thirteen focus groups with members of fifteen Austrian community media, the strong institutionalization of the sector became just as apparent as the existence of a commonly shared self-perception. "Trust in the media varies across the region, with citizens in BiH, Serbia and North Macedonia divided in around half of those that trust and half of those that distrust the media, and a higher number of citizens in Kosovo, Montenegro and Albania having trust in the media. The highest trust is expre...ssed by citizens in Kosovo (64% of citizens trust and 35% distrust the media) and the lowest in BiH (48% of citizens that trust, compared to 49% that distrust the media). Similarly, trust in the public service broadcaster varies across the region, being the highest in Kosovo (76%) and the lowest in BiH and Montenegro (in BiH between 32% for RTRS and 43% for RTVFBiH, and 48% in Montenegro). In some countries of the region, there is a clear division of trust-distrust in the public service broadcaster indicative of an ethnic and/or political divide." (p.19)

In October 2018, KAS Media Africa, therefore, gathered the CEOs of media houses, publishers and editors-in-chief from 16 different countries, both from Anglophone and Frenchspeaking Africa, in Accr...a. In the Ghanaian capital, they heard about different models of how to make one’s media enterprise economically stronger. Questions such as whether Africa needs or accepts a paywall featured. Along with several other key sustainability issues, the critical question of how the media can make itself more independent from government advertising – often a vital cog in the media’s sustainability in most parts of Africa – was also debated. There is no one-size-fits-all model of a good media enterprise, but we do encourage the exchange between people who realise that making an online publication in Cape Town is completely different from defending one’s publication in Bamako, Mali against government interference and terrorist threats. Some media in Africa will not survive the gathering storms, while others will make it through diversification, innovation, an exchange with other players in the African market, and with the passion of their publishers." For example, there were only two broadcasting stations at the start of the 1990s, while Malawi has increased this over the years to 57 radio stations and 14 television broadcasters. "... Faith communities in Malaysia seem to constantly find ways to reach out to each other and to Malaysians who may not necessarily share their backgrounds. This already contradicts the assumption that local religions are often intolerant towards each other. Rather, what is required is a platform f...or dialogue, representation, and to use a term that a ‘Diverse Voices’ panellist used, mediation. On the other hand, media practitioners and journalists have helped the fieldwork reflect on the material and political conditions in which local stories about religion are shaped. More importantly, going beyond the ‘helicopter view’, the project gradually learned what is actually going on from the ground. In fact, one of the journalists has described this constant anxiety over potential punishment, public backlash, and being dismissed as an “unspoken structure.” The lesson is, journalists themselves called for empowering, training, and organising. Most journalists mentioned the lack of sustainable resources. While there are existing journalist groups and unions, including the National Union of Journalists (NUJ) and Institute of Journalists (IOJ) in Malaysia, these are not focused on supporting the religious reporting process. Rather, they provide more general support for journalists." (p.23)

"The past five years have seen a mushrooming of media development organisations and media outlets. The period has also seen greater and better-coordinated civic activism in support of media development. There has generally been a diversity of media content, reflecting the plurality of media outlets.... There has been more legislative and policy change, although, in some cases, the state has proved to be a stumbling block in the implementation of the laws. There is evidence of a diversity of media development initiatives in Zambia – some of these are originated and financially supported by the media themselves while others are a partnership between media support organisations and donors. There is a need for the involvement of multiple actors in any media development initiative, as evidenced in the success of a multi-stakeholder campaign for legislative reforms and the withdrawal of VAT on newspapers and magazines. Media development activities need to have an inbuilt sustainability plan in order to have a lasting impact.
