Researchers found that the network of support for al-Shabaab and Islamic State extended across several platforms, including decentralized messaging applications such as Element and RocketChat, and encrypted messaging platforms such as Telegram, as well as Twitter, YouTube and Facebook. A qualitative cross-platform analysis showed the most active, networked, and multilingual ecosystem of support for al-Shabaab and the Islamic State existed on Facebook, where profiles and pages classified as “media outlets” were sharing terrorist content openly and eschewing private groups and profiles. The content that ISD researchers observed through the networks is often linked to “media” and “media personality” pages in Somali, Kiswahili and Arabic, and not only violates the platform’s community guidelines, but also points to language moderation blind spots that have been previously documented by journalists as well as whistleblowers." Civil society groups and lay users have been battling individually, instead of coordinating, against the content moderation decisions of platforms. Most of them do not know how to appeal against the platform’s decisions. Meanwhile, the leading civil society groups in their capacity as the official partners of platforms have often felt powerless in the negotiation process with platforms. Platforms usually hold the final decision-making power, while not displaying sufficient understanding of the complexity of the local context. Accordingly, there have been cases of over and under content moderation in the country, that either hurt freedom of expression or the safety of individuals and public. When we submitted the idea of a local Coalition on Freedom of Expression and Content Moderation to the interviewees, most of them responded positively. To be clear, there is already a number of multi-stakeholder groups and civil society alliances working on issues of Internet governance, freedom of expression, and social media ethics in the country, but only few have shown interest, resources, and commitment to develop work on the issue of the contribution of local actors to content moderation on social media." Three research questions focusing on (i) critical issues of discussion on digital platforms in SSA and their distribution; (ii) understanding the technological affordances of digital platforms in SSA; and (iii) assessing the extent to which the technological affordances digital platforms can address the challenges of the informal sector in SSA drove the investigation. The study developed an affordances criteria framework, the first of its kind, to evaluate digital platforms affordances in SSA. Our findings revealed the key topics that have gained researchers' attention so far and digital platforms distribution in SSA. We also found that most digital platforms in SSA currently lack affordances that support multimodal interface and native language contents, limiting their accessibility to persons with minimal digital literacy. Most platforms also lack support for public/private partnerships. The lack of critical affordances that match the profile of the informal sector in SSA makes existing digital platforms incapable of addressing many critical challenges of the informal sector. These challenges include low literacy levels, minimal/lack of government support, lack of electricity or expensive power supply, expensive internet connectivity, and health and safety issues. However, existing digital platforms can reasonably address the absence of social protection, lack of formalization, and poor operational infrastructure." (Abstract)

f platform actorness, we critically assess Telegram’s role in the protests and examine whether Telegram is seen as playing an active role in Belarusian contentious politics. We find that Telegram’s performance and practices drive citizens to form affective connections to the platform and to perceive Telegram as an ally in their struggle against repressions and digital censorship. Meanwhile, the Belarusian state uses Telegram’s aversion to censorship and content moderation to intervene in contentious politics by co-opting grassroots approaches and mimicking manipulative efforts of other authoritarian regimes. Our conceptual framework is applicable to post-Soviet authoritarian contexts, but can also serve as a useful heuristic for analyzing platform actorness in other regime types." (Abstract)
