ore the way war and peace journalism and the Galtung dichotomy function in practice. In order to better understand the substance of peace journalism, a qualitative content analysis of articles and reports was conducted. The local newspapers and TV broadcasts in the beginning of the war displayed a powerful war journalism framing whereas toward the end of the conflict the coverage of OBN – established with the assistance of international community – exposes a more hopeful peace journalism framing. The most outstanding peace journalism signs are: an unbiased approach, all-parties coverage, and avoidance of dehumanizing language. The war journalism frame is driven by a present focus orientation, a separation of good and evil and an elite angle. The literature on peace and war journalism puts forward the fact that the current media are a key concern to the media and public experts, combatants and contain a perceptive impact on shifting the focus to the conflict field. By using Galtung’s (1998) peace and war journalism frames indicators, Borba and OBN were tested to help see the difference between war and peace journalism in practice. Findings suggest that a third possibility exist, considering that both OBN and Borba have often shown merely objective-reporting signs without making themselves a good fit to Galtung’s dichotomous model of peace journalism. The belief that there is a clear distinction between peace and war journalism is theoretically derived, which was proved in the Bosnian case where the lines are blurred." (Abstract)

For the first time, essential information about individual public broadcasters is being gathered. Media experts from the respective countries write, among other things, about the history, the legal framework, the financing model and organisational structures in place. The chapters are supplemented with the results of a recent representative opinion poll commissioned by the Media Programme and conducted by the research institute Ipsos. We have asked the same six questions in all ten countries. In the results summarised for the entire region, two answers are very clear: almost 70 percent of respondents say that public service media are important for democracy. Unfortunately, almost 65 percent see these channels under political influence. In South Europe, in particular, this discrepancy becomes visible and audible at demonstrations when people take to the streets against their government. The essays explore the nexus between the democratic transformation of the media and international media assistance. The cross-national analysis concludes that the effects of international assistance are highly constrained by the local context. From today's vantage point it becomes obvious, that scaling media assistance does not necessarily improve outcomes. The experiences in the region suggest that imported solutions have not been very cognitive in all aspects of local conditions but international strategies tend to be rather schematic and lacked strategic approaches to promote media policy stability, credible media reform and implementation. As indicated by the national reports from five successor states of the former Yugoslavia (Bosnia and Herzegovina, Macedonia, Montenegro, Kosovo and Serbia) and Albania, in the analysed cases of crises, the media largely failed to fulfil their public service role and to an extent did just the opposite, providing sensationalistic stories, favouring particular sources (mainly official ones, from one political faction or one ethno-national group), sometimes accentuating security threats and possible conflicts, or simply by failing to provide relevant information or in-depth analysis necessary for substantive understanding of related public interest issues. In this research we start from the assumption that weaknesses of the media sector manifest themselves with particular severity in crisis situations. We also recognize the pivotal role of media in what the dominant framing of the crises is, by which they can contribute to, or thwart, democratic communication. The experience of media in former Yugoslavia in the 1990 is a reminder of how devastating the consequences can be." (Pages 2-3)

pression in these countries are seriously impaired, as evidenced by the declining trend in the indexes of media sustainability and press freedom [...] Following the withdrawal of Western donors, some of the media known for professional reporting in the public interest are now under the direct control of ruling elites and large businesses. This also applies, unfortunately, for part of the legacy media from the 1990s. The role that Serbian B92 or BH Dani once played in these countries—offering research, independent analysis and a plurality of views—can now be found only in small alternative NGO media, Web portals, and investigative journalism centers. These are often under pressure from the government and rely mainly on foreign donors, primarily from the European Union and the United States [...] to reduce the influence of political elites, it is important to institutionalize a legal and transparent system of awarding funds to media from state budgets, establish clear rules of advertising by state institutions, and ensure transparency of media ownership. Since all these countries have EU membership aspirations, it would be of fundamental importance for the EU to insist on reforming the legal framework and on implementation of such reforms as key pre-conditions for creating the enabling climate for free and independent media." SIM Activity originally was designed as a comprehensive media assistance program to support traditional and online media outlets, various journalists’ associations in BiH, the Communications Regulatory Agency (CRA), the state regulator for broadcast media, and the Press Council (PC), the BiH self-regulating body for print media, through a $1.0 million small grants program with additional funds for capacity building and resource development. Two years into the Activity’s implementation, Internews and its partners, based on directions from the U.S. Embassy in Bosnia and USAID/BiH recalibrated its media development strategy for BiH and streamlined its tasks into the following components: 1. Support the quality and growth of online media outlets, technologies, and sources; 2. Build the quality of investigative reporting and resources; 3. Develop local capacity expertise and practice in media policy, media law, and media literacy. SIM’s Monitoring and Evaluation (M&E) system employed the International Research and Exchanges Board’s (IREX) Media Sustainability Index (MSI) as the primary indicator to measure the Activity’s overall success, along with other outcome, output, and input indicators. This performance evaluation examined the results of the five-year media assistance in BiH and the effects of the program on the BiH’s overall media landscape." (Executive summary)
