"This study addresses the issue of children who are victims of violence and mistreatment due to local beliefs, representations and practices, in particular, relating to witchcraft. While the harmful consequences of these beliefs have been publicised internationally, their origins often remain unclea...r. The objective of the present document, therefore, is to reveal and analyze the diversity and complexity of these phenomena - often falsely associated with “African tradition” - related to beliefs in witchcraft and the “mystical” world. Using examples from sub-Saharan Africa, the study aims to clarify the basis for certain social practices that are wholly or partially misunderstood by western observers. This ignorance of local social norms, creates a gulf of misunderstanding between local social actors and the international framework of norms. Behaviours commonly associated with accusations of witchcraft include violence, mistreatment, abuse, infanticide and the abandonment of children. From a western perspective, such practices are violations of the rights of children. The objective of this study is to understand both the complexity and the variety of the phenomena described, as well as the causes, which are not only cultural and social, but also economic and political. The study targets child protection agencies and aims to promote better understanding of local representations and beliefs, as well as to provide guidance on effective child protection interventions." "ASTRA SOS Hotline started its operation in 2002. Since then, almost ten thousand calls have been received. So far it has served as the only SOS hotline intended for (potential) victims of traffi cking in persons in the Republic of Serbia; at the time of its setting up it was one of the rare service...s of the kind in South-East Europe. During the fi rst eight years of work a methodology has been developed, results achieved, some of the dilemmas have not yet been solved and the new ones have appeared. We would like to share our experiences with the expert public. We also nourish hope that our long-term experience in this fi eld, although we are pretty much self-taught, will be useful for those who are planning to establish a similar hotline. We believe that this Manual will also help the ones who have organized other types of SOS telephones (for fighting family violence, violence against children, etc.), because traffi cking in human beings may be a consequence of some other form of violence or may be hidden behind it. Although the Manual is intended for individuals who already have some experience in the anti-traffi cking fi eld, we nevertheless start with a brief defi nition and description of the problem for the sake of those who might be faced with this form of severe human rights violation for the first time. At the very start, principles and methodology of work that had been developed for ten preceding years in the Belgrade women’s NGOs that were engaged in anti-violence activities, particularly the SOS Hotline and Centre for Girls and the Autonomous Women’s Centre were the basis for our work, and we would like to avail ourselves of this opportunity to thank them. ASTRA SOS Hotline has been developing its activities by directly following fi eld actions and trends related to traffi cking of human beings; we have adapted the accepted principles and work methods according to circumstances in this new and totally diff erent scope. Of utmost importance are our contacts with partner organizations in the region and beyond, i.e. meetings where we have exchanged our experiences. Unfortunately, conferences on the SOS hotlines are very rare. "This paper asks how images of children are used by prominent signatories to NGO codes of conduct. The answer is that images of childhood and shared codes of conduct are both means through which development and relief NGOs produce themselves as rights-based organisations. The iconography of childhoo...d expresses institutional ideals and the key humanitarian values of humanity, neutrality and impartiality, and solidarity. Images of children are useful for NGOs in reinforcing the legitimacy of their ‘emergency’ interventions as well as the very idea of development itself. But the dominant iconography is also inherently paradoxical, as the child image can be read as both a colonial metaphor for the majority world and as a signifier of humanitarian identity. The question then for NGOs using this image in social justice campaigns is whether overtly political accompanying texts can nullify the contradictory subliminal messages that emanate from the iconography of childhood." "The use of folk arts in rural development clearly has limitations as to the role that it can play in changing people’s behavior, but it is an effective tool for communication in most cases. The greatest strength of this type of informal education lies in its ability to capture the audience’s at...tention through entertaining spectacles and to convey new ideas and information to people. In addition, the Bhats’ social position plays an important role in the education process, as they are a marginal community that has provided social commentary through performance arts for centuries. Thus by employing them, NGOs and government agencies appropriate the benefits of their ritual discursive authority. Also, these organizations are aided by the inversions of the social order that occur during shows because the folk artists are able to command the attention of large audiences and thus disseminate their messages among diverse groups of people. In addition, the kathputli tradition of North India is steeped in mythology and symbolism, and these traits give the puppets themselves special ideological status as metonyms and liminars. In turn, these attributes allow the puppets to exist in a realm that is different from that of live actors, and thus they can communicate more effectively as they are exempt from many of the rules and biases that are linked to human behavior. Despite the numerous benefits of using folk arts in development programs, follow-up sessions and more extensive education for villagers and performers are needed to change behaviors regarding complex issues. These performances are quite successful at conveying information, but people are unlikely to incorporate into their lives new ideas regarding issues like folk medicines." (Conclusion, p.63)
