"This books draws a comparative balance of twenty years' international media assistance in the five countries of the Western Balkans. The central question was what happens to imported models when they are transposed onto the newly evolving media systems of transitional societies. Albania, Bosnia-Her...zegovina, Kosovo, Macedonia and Serbia undertook a range of media reforms to conform with accession requirements of the European Union and the standards of the Council of Europe, among others. The essays explore the nexus between the democratic transformation of the media and international media assistance. The cross-national analysis concludes that the effects of international assistance are highly constrained by the local context. From today's vantage point it becomes obvious, that scaling media assistance does not necessarily improve outcomes. The experiences in the region suggest that imported solutions have not been very cognitive in all aspects of local conditions but international strategies tent to be rather schematic and lacked strategic approaches to promote media policy stability, credible media reform and implementation. The book offers valuable insights into the nature and effects of media assistance and the strategies deployed by international aid agencies, local political forces, media professionals, civil society organizations and other actors." "This paper compares and contrasts four centers: The Center for Investigative Reporting in Bosnia-Herzegovina (CIN), The Journalism Training and Research Initiative in Bangladesh (JATRI), the Arab Reporters for Investigative Journalism in Jordan (ARIJ), and The Caucasus Media Investigations Center (...CMIC) in Azerbaijan. No officials or funders ever announce failures or label projects like these failures. But this paper posits that those centers designed and run by journalists to actively report are more effective in fulfilling their role as watch-dogs, as well as more sustainable. They perform better at developing future practitioners and instilling an investigative reporting tradition in new places. This examination suggests that donors hoping to implant successful centers increase their chances when they match ambitions to the political and legal climate of host countries, commit to multi-year involvement, and select passionate leaders with clout in the eyes of other journalists in their host regions. This study suggest that centers designed by outsiders and run by non-journalists tend to evolve into generalized research, resource and training centers." (Introduction)

The four case studies presented here amply demonstrate a deep tension between externally-driven reform initiatives and t...he democratization agenda on one hand, and the complex set of contextual challenges to the reforms on the other. Our findings support Mcloughlin and Scott who claim that media reforms "can only produce results at the same pace as democratic evolution in a given country, and should be integrated into broader democratic governance reform." "This book aims to provide a context in which a clear link can be traced between the politics of memory and its manifold representations and misrepresentations in public media towards a viable politics of justice. The assumption is that public awareness and perceptions of injustice, whether they are... political, economic, or social, depend on the mass media of communication for recognition and valorization – including, today, new communication and information technologies such as social media platforms. Undoubtedly this assumption is based on a system in which mass media can operate independently, fairly, and in a balanced and unbiased way: in other words, according to a much vaunted and fast vanishing ‘public service ethos’ imbued with high standards of truthtelling, objectivity, balance, and accountability. A parallel assumption is that if the public is made aware and has access to relevant information and knowledge, it will be motivated to pressure governments for reform, reparation, and – in the best possible scenario – some kind of consensus between all parties on ways to move forward as a nation. As we have pointed out above, this argues for an a priori ‘right to memory’ that affirms and protects those frameworks and structures of collective memory that guarantee the physical, psychological, and symbolic integrity of a group of people or, indeed, a nation. "This book represents one step in explaining international efforts to promote independent media. It attempts to examine the nature and significance of media assistance, discussing the evolution of the field, the focus of various programming approaches, and the possible impact of such efforts. It pre...sents case studies of media assistance programs in different countries.The book concludes with a set of recommendations for expanding and deepening media assistance for the international community. This book project grew out of a multi-country study that I directed in 2002–2004 to examine media assistance programs funded by the US Agency for International Development. The overall purpose of the study was to assess the nature and effectiveness of USAID programs and make policy and programmatic recommendations for the future. In writing this book I have mostly drawn from the massive information collected during two years of research and analysis. The book is based primarily on three sources of information. First are reviews of literature covering scholarly writings, project and program documents, and articles in popular magazines and newspapers on media assistance. Such reviews were country specific as well as global in nature. Because the academic literature is extremely limited and media assistance is hardly covered in magazines and newspapers except in high-profile cases such as Bosnia and Serbia, reviews largely relied on program documentation. I had the unique advantage of perusing thousands of documents that are not available to the public. Although mostly descriptive and often self-serving, they identified critical gaps in our knowledge and illuminated the challenges and achievements of international media endeavors. Second, my colleagues and I undertook extensive fieldwork in seven countries/regions—Afghanistan, Bosnia, Central America, Indonesia, Russia, Serbia, and Sierra Leone. In each of these cases, research teams conducted extensive discussions with international donor agencies, officials of host countries, project staff and contractors, and local media experts and journalists. Every possible effort was made to interview all those experts and managers who had intimate knowledge of the ongoing media assistance programs. Teams also examined locally available documents and reports and used translators to translate documents into English when necessary. In the absence of hard quantitative data, they largely relied on available documentation, indepth interviews, and their own knowledge of the media scene for their findings and conclusions. Finally, I organized a series of meetings in Washington, D.C., to discuss the findings of the country studies and explore new directions for media assistance programs. Such meetings helped to identify many problems and challenges facing media assistance programs and helped in formulating a set of recommendation for policymakers." (Chapter 1, p.10-11)
