s for future digital inclusion initiatives. First, public policy can effectively reduce access gaps when it addresses the trifecta of network, device, and skill provision. Second, this triple-crown of public policy is highly effective for longitudinal effect when implemented early via educational institutions. Third, rural-urban digital inequality is resistant to change such that rural populations benefit less from policy initiatives than their urban counterparts. Fourth, digital inclusion in rural areas and among marginalized populations is most effective when cocreated with communities to ensure community investment, participation, and control. Fifth, stay-at-home orders during the COVID-19 pandemic are rapidly increasing our dependence on digital technologies, making digital inclusion more important than ever for education and rural communities. We therefore close the article with discussion of how the COVID-19 pandemic is amplifying digital disadvantage and exclusion across the Americas, the Caribbean, and the globe. (Abstract)

ntries. Our results indicate that exposure to this intervention reduced the perceived accuracy of both mainstream and false news headlines, but effects on the latter were significantly larger. As a result, the intervention improved discernment between mainstream and false news headlines among both a nationally representative sample in the United States (by 26.5%) and a highly educated online sample in India (by 17.5%). This increase in discernment remained measurable several weeks later in the United States (but not in India). However, we find no effects among a representative sample of respondents in a largely rural area of northern India, where rates of social media use are far lower." (Abstract)

izing the idea that media in information societies consist of more than print sources (e.g. newspapers and magazines) and incorporates electronic sources of communication as well, such as radio, television, and the Internet. Hence, freedom of the media is indispensable for democratic societies given that the media are an outlet for public discussion and opinion and basically operate to seek the truth, educate the public, and serve as a watchdog over government. Threats to journalists and attacks on media freedom undermine the proper functioning of the United States as a democratic society, as the ability of journalists to investigate and report on controversial topics becomes threatened by the government and pressure groups such as criminal gangs, terrorists, and corporate giants. In the U.S., as elsewhere, freedom of expression is a fundamental human right, and a precondition for many other democratic rights. According to the First Amendment of the U.S. Constitution: Restrictions on freedom of expression can be direct (such as stringent laws) and in direct (such as censorship pressure from the government and military), and vary relative to social contexts. In democratic systems, media organizations and journalists have been the lifeline of freedom of expression and public accountability. The existence of free and pluralistic media is indispensable to democratic governance, and media freedom is vital to the practice of journalism. Media professionals and journalists need the freedom to perform their jobs without undue constraints. Journalists report on issues of public interest, including government policies, and have a key role to play in democracies by revealing truth and disseminating information indispensable to sustainable knowledge societies. s (Mt). After its use, EEE is disposed of, generating a waste stream that contains hazardous and valuable materials. This waste stream is referred to as e-waste, or Waste Electrical and Electronic Equipment (WEEE), a term used mainly in Europe. This monitor provides the most comprehensive update of global e-waste statistics. In 2019, the world generated a striking 53.6 Mt of e-waste, an average of 7.3 kg per capita. The global generation of e-waste grew by 9.2 Mt since 2014 and is projected to grow to 74.7 Mt by 2030 – almost doubling in only 16 years.
The growing amount of e-waste is mainly fueled by higher consumption rates of EEE, short life cycles, and few repair options. Asia generated the highest quantity of e-waste in 2019 at 24.9 Mt, followed by the Americas (13.1 Mt) and Europe (12 Mt), while Africa and Oceania generated 2.9 Mt and 0.7 Mt, respectively. Europe ranked first worldwide in terms of e-waste generation per capita, with 16.2 kg per capita. Oceania was second (16.1 kg per capita), followed by the Americas (13.3 kg per capita), while Asia and Africa generated just 5.6 and 2.5 kg per capita, respectively. In 2019, the formal documented collection and recycling was 9.3 Mt, thus 17.4% compared to e-waste generated. It grew with 1.8 Mt since 2014, an annual growth of almost 0.4 Mt. However, the total e-waste generation increased by 9.2 Mt, with an annual growth of almost 2 Mt. Thus the recycling activities are not keeping pace with the global growth of e-waste. The statistics show that in 2019, the continent with the highest collection and recycling rate was Europe with 42.5%, Asia ranked second at 11.7%, the Americas and Oceania were similar at 9.4% and 8.8%, respectively, and Africa had the lowest rate at 0.9%. The fate of 82.6% (44.3 Mt) of e-waste generated in 2019 is uncertain, and its whereabouts and the environmental impact varies across the different regions." (Executive summary, pages 13-14)

ists experience at least some online harassment but that such harassment is generally infrequent overall and especially in its most severe forms. Nevertheless, online harassment against journalists disproportionately affects women (particularly young women) and those who are more personally visible in the news but not necessarily those who work for larger newsrooms. Moreover, it is clear that the more often a journalist is harassed online, the more likely they are to take a dim view of the audience by seeing them as irrational and unlike themselves, and to perceive interaction with them as less valuable. Additionally, as greater targets of the worst forms of abuse, women face a greater burden in deciding if and how to respond to online harassment. Conceptually, this article advances the literature on journalists and audiences by extending the concept of reciprocal journalism, which emphasizes individual-level perceptions that shape the quality of person-to-person exchanges. We explore how the experience of online harassment may complicate the way that journalists think about and act toward their audiences, offering a window into the downsides of encountering audiences online." "Late in the twentieth century, the United States embraced democracy promotion as a foreign policy priority, a central component of which involved allocating democracy aid to governments, political parties, and nongovernmental organizations around the world to support and encourage democratization.

Nonetheless, as a scarce resource, democracy assistance is allocated selectively: some states receive substantial commitments while others receive none. As previous studies have concluded, democracy aid allocations are, in part, strategic bets placed on the likelihood of progress toward and consolidation of democracy, as donors consider cues that identify situations where democracy aid is likely to be most successful. We introduce the role of media coverage as a key factor in democracy aid allocations and argue that a shift toward democracy within a potential recipient state interacts with media attention to that state to generate cues for aid allocators. To gauge the agenda-setting and cueing effects of media coverage on democracy aid allocations, we examine US democracy assistance from 1975 to 2010, weighing the impact of media attention, democratic openings, and other factors related to recipient characteristics and US political, strategic, economic, and ideational interests on democracy assistance. We conclude with a discussion of the implications of these findings." (Abstract)
