Second, they also use social media as a tool of armed struggle, for command and control, intelligence, denunciation of traitors, and attacks against adversaries. Third, social media serves for national and international outreach. Like Myanmar’s national army, the armed groups have combined prudent official pages with an underworld of more reckless profiles and closed groups that often breach Facebook’s official community standards. In February 2019, when Facebook excluded four groups from its platform, they lost much of their ability to reach out and act like states. Yet they kept a capacity to communicate with their constituents through closed groups, individual profiles and sophisticated use of links and shares. Finally, the article affirms that the Facebook company, in the years 2018–2020,took upon itself a role as an arbiter within Myanmar’s internal conflicts, deciding what information was allowed and disallowed." and online campaigns to be deployed by political parties, sometimes at an expense of authenticity, to reach out to these young voters. However, legal and non-legal measures implemented to date have yet to effectively address disinformation. Hence, youth and other voters remain potentially exposed to the risk of online manipulation during the election. This baseline study identifies the risks from 5 recurring patterns of disinformation related to: sexual orientation and promiscuity; corruption; electoral integrity; women politicians and foreign interference. The 2022 Johor Bahru State Election confirms this trend. To mitigate disinformation and build trust in the electoral system and process, Asia Centre has complied some recommendations for key stakeholders in educational institutions, the election commission, government, media, NGOs, political parties, technology companies and youth groups who can implement them as practical safeguards to ensure that first-time and other voters are not subjected to manipulation through disinformation campaigns." It also serves as a case study in the dangers of supporting captured institutions, such as Burmese state media, when the entities that control those institutions are not committed to a democratic transition. In Burma’s case, the mainstream media reform agenda was guided by influential media development donors that supported government priorities to the detriment of independent journalists and grassroots activists who had an alternative vision for the country’s future. Finally, this briefing looks at two coalitions that undertook major reform campaigns during Burma’s opening, and draws on interviews from 42 people in the sector to outline principles that donors and media assistance organizations might use to navigate the post-coup environment."
