• The organisational setup of the project was inefficient. Having two intermediary organisations with separate overheads, trying unsuccessfully to change a national implementing partner, and finally needing to involve GIZ staff on the ground increased the costs and resulted in an inefficient use of financial resources.
• During the planning of the project, fundamental rules for German development cooperation projects were disregarded: there were no preceding government consultations; implementing partners were chosen without considering alternatives (particularly at political level); neither a risk assessment nor stakeholder mapping took place; and the instruments to be applied were defined beforehand. This procedure appears unusual for GIZ.
• The lack of results at impact level can partly be attributed to the fact that the project did not have a political partner. The professionalisation of an industry/economy requires support from political decision-makers as they have the ability to establish and enforce an appropriate regulatory framework. For instance, the introduction of a tax incentive for film productions could only be achieved through collaboration with the ministries for finance and culture." (Conclusions, page 45)

The insights from the report have led to the creation of 21 recommendations which aim to support news providers who wish to amplify the substantially muted voices of women in news coverage of the COVID19/coronavirus story. The report has uncovered a substantial bias towards men’s perspectives in the newsgathering and news coverage of this pandemic across both the global north (the UK and US) and the global south (India, Kenya, Nigeria and South Africa). This bias operates against a backdrop of women’s effective political invisibility within the COVID-19-related decision-making process in the countries analyzed and the unique socioeconomic, health and psychological challenges that women face globally. pment objectives, digital technologies such as mobile phones and social media are radically altering the landscape of Media Assistance. In Africa, where mobile phones are heralded as a “gift to development”, donors have been exploring the potential of these tools to achieve their development objective. As a consequence, the area of ICTs for Development (ICT4D) has flourished. At a time when the narrative in the western media has been of an “Africa Rising” and of techno-determinism, this research asks whether these digital technologies are indeed being used to achieve Media Assistance objectives in practice. If they are being integrated into media development programmes – or even replacing media development programmes - to what level of success? To answer this question, the thesis focuses on two countries in East Africa – Kenya and Tanzania – and interviews 40 stakeholders working in media assistance in these countries. The research finds that in fact many projects continue to use traditional methods. This is due to issues such as the digital divide, technical literacy, and continuing preference for traditional media by wider populations in these countries. Furthermore, the study notes that the virtual public sphere facilitated by the internet is not accessible to all, nor is it an ideal public sphere. Finally, citizens of these countries, the research finds, do not necessarily use these technologies for participation or accountability ends. Thus, despite widespread diffusion of technologies such as mobile phones in both these countries, there is still an important role for traditional media development approaches to achieve donor objectives in the new information ecosystem." ) Coalition as part of its project on “Securing human rights online in Africa through a strong and active ‘African Declaration on Internet Rights and Freedoms’ network”. The AfDec Coalition is a pan-African initiative which promotes human rights standards and principles of openness in internet policy formulation and implementation on the continent, guided by the 13 principles established in the African Declaration on Internet Rights and Freedoms. At the time that the papers were commissioned, in June 2020, African states had either invoked existing policies or adopted new policies for prevention of spread, containment and treatment of the virus that had an impact on the enjoyment of digital rights. For example, most governments employed the use of contact tracing applications to track and trace citizens’ movements and put in place measures criminalising free speech when it contained false information about the pandemic. These two examples had the potential to be abused, particularly the latter, which was used to silence journalists and government critics. The pandemic also moved most citizens’ communication, education, work, trade and access to basic services from physical interactions to primilary online interactions. However, the continent is still largely made up of informal economies, has a low internet penetration rate of 28.2% (far below the global average of around 53%), and has seen an increase in reports of digital rights violations resulting from repressive cyberlaws, making the efforts to address the pandemic inadequate and inequitable. These articles offer reflective analyses on government efforts to curb the COVID-19 pandemic from the perspective of the AfDec principles, with a focus on a number of the principles including privacy and personal data protection, gender equality, freedom of expression, internet access and affordability, and the right to development and access to knowledge." The finding is all the more relevant considering the fact that in the East African country, “propaganda and fake news is a big problem—it is everywhere, in the social media especially,” as Wallace Gichunge of the Kenyan Center for Media and Information Literacy pointed out in an interview conducted for the Study.
The country report presented here is based on the findings of the MIL INDEX study, for which a representative survey, eight focus groups, and eight expert interviews were conducted in Kenya between November 2018 and April 2019. The study focused on five Media and Information Literacy (MIL) skill sets: access, analysis, reflection, creation, and action. For each of these dimensions, survey respondents received a score ranging between 0 (= no skills whatsoever) and 20 (= highest level of skills) points. The scoring system measures how often certain skills are actually put into practice (access, creation, action) or tests the skills directly (analysis, reflection). Since citizens cannot permanently use media and information sources unless they are journalists or media workers, a perfect score of 100 for any country appears unrealistic—it is more about the relative performance across time and in comparison to other countries, as well as being a tool for identifying deficits to be addressed in media development.
The 15-25-year-old Kenyans displayed good skills when it came to analysis (13.1) and action (12.9) and moderate to good skills in terms of reflection (11.4) as well as access (11.9). Deficits were found mainly in the creation dimension (9.9). The total score amounted to 59,2 out of a possible 100." (Executive summary)

ust, and rising concern about misinformation have been a backdrop against which journalists, editors, politicians, and public health officials have been battling to reach ordinary people with key messages over the last few months.We know that this crisis has substantially increased the amount and frequency of news consumption as well as influenced attitudes to the news media, at least temporarily. We’ve captured this in a second set of polling data collected in April when the crisis was at its peak in some countries. This has helped us to see the impact of the crisis in terms of sources of news and also reminded us of the critical role that the news media play at times of national crisis, including documenting that people who rely on news media are better informed about the virus than those who do not. While many media companies have been enjoying record audience figures, news fatigue is also setting in, and the short-term and long-term economic impact of the crisis is likely to be profound – advertising budgets are slashed and a recession looms, threatening news media, some of whom are struggling with adapting to a changing world. Against this background, this year’s report also focuses on the shift towards paying for online news in many countries across the world, with detailed analysis of progress in three countries (the UK, USA, and Norway). This year, our report carries important data about the extent to which people value and trust local news, perhaps the sector most vulnerable to the economic shocks that will inevitably follow the health crisis itself.
