onomic empowerment of women using the internet; the inclusion of rural and indigenous communities in the information society; and the use of ICT to combat the marginalisation of local languages. Others deal with relatively new areas of exploration, such as using 3D printing technology to preserve cultural heritage, creating participatory community networks to capture an “inventory of things” that enables socioeconomic rights, crowdfunding rights, or the negative impact of algorithms on calculating social benefits. Workers’ rights receive some attention, as does the use of the internet during natural disasters. Ten thematic reports frame the country reports. These deal both with overarching concerns when it comes to ESCRs and the internet – such as institutional frameworks and policy considerations – as well as more specific issues that impact on our rights: the legal justification for online education resources, the plight of migrant domestic workers, the use of digital databases to protect traditional knowledge from biopiracy, digital archiving, and the impact of multilateral trade deals on the international human rights framework. The reports highlight the institutional and country-level possibilities and challenges that civil society faces in using the internet to enable ESCRs. They also suggest that in a number of instances, individuals, groups and communities are using the internet to enact their socioeconomic and cultural rights in the face of disinterest, inaction or censure by the state." Interviewees also identified the distribution and control of power was another key source of conflict - Egyptian, Serbian and South African activists all placed significant importance on networked civil society. Thus, communications among members and with the outside world was key to redistributing power. However, Kenya’s CSOs saw their power as stemming from the ability to build healthy relationships between different groups of people, and so the primary communication activities centred on citizen education. Egyptian, Kenyan and Serbian activists viewed regular elections as a key marker of democracy, and the media was correct to focus on such issues. But South African activists suggested that the media focussed too much attention on elections, and not enough given to local participatory mechanisms of listening to citizens." (Executive summary)

For example, different degrees of democratisation regarding media structures become evident in varying levels of media freedom and state interference in the media sector. egarding ICT adoption in Comboni missions and other faith-based organizations in Kenya, there is little empirical data available. The reasons are neglect by organization and information theorists who have focused on for-profit organizations and the unique nature of most faith-based organizations in general. Comboni missions are unique in terms of organizational culture and values, in their economies and in focus. They are faith-based and mostly voluntary in nature and seek no profits. Their economies are donor-dependent. They focus on accountability of received funds rather seek to attain competitive advantage. Donor funds allowing, ICT adoption may be adopted in a mission. This adoption is in isolation and without policy guidelines. The problem is haphazard adoption leading to poor adoption and low quality systems. To solve this problem, this study proposes a framework of how Comboni missions should adopt ICT; the unified theory of acceptance and use of technology, (UTAUT).The framework proposes that Comboni missions device a policy to govern ICT adoption; involve stakeholders in the adoption, besides lending support in ICT infrastructure development where needed. The framework was validated and tested for accuracy through the inferential statistics (regression analysis model) at 5% level of confidence. The significance of the study is that by adopting ICT, Comboni missions will bridge the organizational divide; or attain the capacity and competence to adapt business and technological capacities of private and public organizations to be digitally competent. The Comboni missions would also bridge the digital divide currently plaguing the underdeveloped areas and the slums where Comboni missions offer services. The study findings are that policy, user behaviour, ICT infrastructure and community determine ICT adoption in Comboni missions and similar faith-based organizations." (Abstract)

The study was conducted in a natural setting which involved in-depth interviews and Focused Group Discussions (FGD’s). Data was collected and analyzed. The study revealed lack of quality management, lack of community involvement, lack of quality programs, unprofessionalism among others as contributing factors towards Rural Community Radio (RCR) sustainability. Qualitative research focusing on insight and understanding from the perspective of those being studied offers the greatest promise of making a difference in people’s lives (Merriam 2009). Based on findings, the study recommends that RCR should improve on financial resources, policies and regulation, professionalism, management skills, and training of staff /volunteers should be frequent." rnalists as the relatively low standard deviations (s=.75, s=.77, and s=.88 respectively) indicate. It is particularly noteworthy the notion of reporting things as they are and promoting tolerance. About a decade ago, the Kenyan media was perceived to have contributed to the spate of political violence that engulfed the country. The media has strenuously struggled to shed off that perception. Further, journalists tend to see themselves as objective and therefore it is little surprising that straight reporting scored highly on the list. Other roles with a standard deviation score less than s=1.0 included letting people express their views (81.1%, s=.89) and telling stories about the world (78.9%, s=.98). Providing analysis of current affairs was considered an important role by 81.7 percent of the respondents. The other roles, in their order of percentage scores and possibly relative importance, are indicated in Table 1 below. It is instructive what Kenyan journalists considered less important roles: conveying a positive image of political leadership (31.8%) and being an adversary of the government (36.1%). Nearly all roles related to politics are at the bottom of the table. This is a unique finding, as Kenyan media is often accused of being overly political. The headlines and lead stories are often all about politics. It is noteworthy that journalism in Kenya can sometimes be fairly adversarial in relation to the government. Given the promulgation of a new constitution nearly seven years ago, with clauses protective of media freedom, there is often a boldness in Kenyan media which is unique compared to the experiences of neighboring countries.
Roles supportive of a development agenda scored somewhere in the middle of the table. This is an important and surprising perception as well. Kenya is a developing country and it would have been natural to expect that development was a default role for the media. But development-related responses scored 78.8 percent and 69.2 percent respectively. While this is still a high score, it is not among the top considerations of the media." Looking at the cases of Muvi TV’s The Assignment in Zambia and Power Breakfast and Cheche on Kenya’s Citizen TV, it considers the agency of the host and presenter of interactive shows. This working paper analyses the various ways that hosts implement ground rules for appropriate behaviour of audience members and seek to create space for different voices. It then turns to analyse the constraining effects of the wider political and regulatory environment in the two countries, for instance, Zambia as a ‘Christian nation’ and a relatively peaceful country, and Kenya as a ‘volatile nation’ due to insecurity, including terrorism-related threats and ethnic tensions. In so doing, this paper finds that despite structural factors and individual limitations, the hosts of these shows see themselves, and have been seen by audiences, guests and political elites, as key drivers and celebrities that shape access and nature of participation." The audience is not simply comprised of passive listeners of publicly broadcast information, but actively engaged in contributing and reacting to what is aired. Yet the nature and political potential of the ‘audience-public’ is not straightforward. Interactive radio and TV shows are not just introducing specific audience members into the discussion, but who they are, what they represent, their influence and contribution to the space are uncertain. As audience members engage, those who manage and shape the broadcast must imagine, interpret and respond. Each participant in the discussion –whether listening, or involved in the station – producing, hosting, etc. – must come to terms with the nature of the interaction, Who is engaged? How should they respond? What are their reasons for being engaged and how might the introduction of this indeterminate audience-public relate to their intentions? Given the plurality of subjectivities, information, roles and intentions of those involved, the audience and why it matters can be imagined in multiple and competing ways. This paper interrogates how different actors involved in the radio broadcast imagine and respond to audience participation, and how these imaginaries become politically significant. This paper draws predominantly on interview and observation data on the perspectives of station hosts, guests and frequent callers of selected media houses and interactive broadcast shows in Zambia and Kenya. It examines the dynamic, plural and conflicting ways in which the audience is being reconstructed as an active ‘public’. In so doing, it shows the centrality of the imagined audience in the construction of the broadcast as a ‘public’, specifically how the indeterminate audience becomes the basis for competing imaginaries about power, authority and belonging. The political significance of the ‘audience-public’, it is argued, lies in the very fact that multiple and competing imaginaries are at play, which are invested in by actors pursuing diverse ends and thereby create tangible political effects."
