"Online violence against women journalists is one of the most serious contemporary threats to press freedom internationally. It aids and abets impunity for crimes against journalists, including physical assault and murder. It is designed to silence, humiliate, and discredit. It inflicts very real ps...ychological injury, chills public interest journalism, kills women’s careers and deprives society of important voices and perspectives. This ground-breaking three-year global study on gender-based online violence against women journalists represents collaborative research covering 15 countries. It is the most geographically, linguistically, and ethnically diverse scoping of the crisis conducted up until late 2022. The research draws on: the inputs of nearly 1,100 survey participants and interviewees; 2 big data case studies examining 2.5 million social media posts directed at Nobel Laureate Maria Ressa (The Philippines) and multi award-winning investigative journalist Carole Cadwalladr (UK); 15 detailed individual country case studies. The Chilling illuminates the evolving challenges faced by women journalists dealing with prolific and/or sustained online violence around the world. It calls out the victim-blaming and slut-shaming that perpetuates sexist and misogynistic responses to offline violence against women in the online environment, where patriarchal norms are being aggressively reinforced. It also clearly demonstrates that the incidence and impacts of gender-based online violence are worse at the intersection of misogyny and other forms of discrimination, such as racism, religious bigotry, antisemitism, homophobia and transphobia. Further, it identifies political actors who leverage misogyny and anti-news media narratives in their attacks as top perpetrators of online violence against women journalists, while the main vectors are social media platforms - most notably Facebook, Instagram, Twitter and YouTube." "The visual presentation of the Serb accused in TV news was based on iconic images of the accused combined with symbolic images of the state and its power, with nearly complete absence of visuals of atrocities and victims. In contrast, the visual presentation of the Croatian, Bosniak and Albanian de...fendants draws meaning mainly from sequences of images displaying victims, war destruction or attacks as “palpable” proof of crimes. This supports a sentiment of collective victimhood of the Serb population and creates the impression of the indicted persons’ guilt even after their acquittals by the International Criminal Tribunal for the former Yugoslavia (ICTY). Since the research project has been limited to three Serb TV channels, comparative work on TV media in other states of former Yugoslavia would be required in order to assess how ’special’ the case of Serbia is regarding these visual strategies. The much disputed legitimacy of the ICTY and the important role of media have also become obvious in focus groups interviews with students in Serbia: The students displayed a striking lack of knowledge about war crimes; nonetheless, they strongly rejected the ICTY as a biased institution. At the same time, they were perceptive of new facts and interpretations, showing that they have a genuine need to understand the past and obtain objective information. A major problem is that in their perception there are few, if any, objective, neutral institutions which to put trust in. The expert interviews, conducted in Belgrade and The Hague, underlined the critical state of mainstream TV media in Serbia: They were assessed as not really independent, driven by entertainment formats, suspect to governmental pressure and failing in their watchdog functions. The interviewees also expressed a widespread disappointment about the state of affairs of transitional justice in Serbia." (Summary)

"This books draws a comparative balance of twenty years' international media assistance in the five countries of the Western Balkans. The central question was what happens to imported models when they are transposed onto the newly evolving media systems of transitional societies. Albania, Bosnia-Her...zegovina, Kosovo, Macedonia and Serbia undertook a range of media reforms to conform with accession requirements of the European Union and the standards of the Council of Europe, among others. The essays explore the nexus between the democratic transformation of the media and international media assistance. The cross-national analysis concludes that the effects of international assistance are highly constrained by the local context. From today's vantage point it becomes obvious, that scaling media assistance does not necessarily improve outcomes. The experiences in the region suggest that imported solutions have not been very cognitive in all aspects of local conditions but international strategies tent to be rather schematic and lacked strategic approaches to promote media policy stability, credible media reform and implementation. The book offers valuable insights into the nature and effects of media assistance and the strategies deployed by international aid agencies, local political forces, media professionals, civil society organizations and other actors." "This MeCoDEM working paper presents an overview of the main findings from a quantitative content analysis covering different types of democratisation conflicts (i.e., conflicts over citizenship, elections, transitional justice and distribution of power) in four countries: Egypt, Kenya, Serbia and S...outh Africa. The sample involves 5162 newspaper articles and news stories in the four countries selected on the basis of two main criteria: the degree of independence of media outlets from government and political parties, and their relevance. The key findings from the content analysis are organised around several themes: causes of democratisation conflicts, portrayal of conflict parties, preferred solutions to conflicts, perceptions of democracy, role of the media, authoritarian past, and tone of reporting and polarisation. Although this paper focuses principally on description, we also speculate about the main factors that shape similarities and differences in media coverage of democratisation conflicts. The main finding from the content analysis is that cross-national variations that we found in media reporting of democratisation conflicts appear to depend on several factors." (Executive summary)

"This book has presented a critical, historically grounded analysis of the role of the war correspondent. It has highlighted the risks, the problems and the failures that have defined the role but it has also given credit where that is due and acknowledged the inspirational example of correspondents... such as William Howard Russell, Morgan Philips Price, Martha Gellhorn, Wilfred Burchett, John Pilger and Robert Fisk. Their work seems to bear testament to the ideal beloved of all journalists and writers, of ‘telling truth to power’. But as Arundhati Roy has argued, ‘Power owns the truth [and] knows the truth just as well if not better than the powerless know the truth’ (2004, p. 68). In view of everything that has gone before in this book, I think she is right. Telling truth to power does not change or lessen the risks and dangers that accompany the journalist in the war zone. And as we have seen, the risks are not equal; the level of special training, protection and institutional support journalists receive depends on the size and wealth of their media employer." "The transformation of state media to public service media (PSM) is one of the most ambitious endeavors in the field of media development. Not many efforts to free the national media from government control have succeeded in the past decades. In this paper the comparatively promising cases of Kyrgyz...stan, Mongolia, Moldova and Serbia are discussed. The PSM in these countries all have a new legal basis, including a public service remit and a relatively independent governing body in which civil society is represented. The services delivered to the public by these media are analyzed according to a number of societal functions which are assembled under two general headings: “creating a public sphere” and “supporting integration”. Based on this analysis, a differentiation between “PSM in initial transformation” and “PSM in advanced transformation” is suggested. In all cases studied, different actors successfully used windows of opportunity: general political agendas to reform the media, a specific engagement from the management as well as support from the population and civil society. Media development actors here helped to advance the processes of change in different ways. Recommendations for future media development include strategic planning, inclusion of local actors, the pooling of legal expertise as well as structured processes of organizational development and capacity building." "This book represents one step in explaining international efforts to promote independent media. It attempts to examine the nature and significance of media assistance, discussing the evolution of the field, the focus of various programming approaches, and the possible impact of such efforts. It pre...sents case studies of media assistance programs in different countries.The book concludes with a set of recommendations for expanding and deepening media assistance for the international community. This book project grew out of a multi-country study that I directed in 2002–2004 to examine media assistance programs funded by the US Agency for International Development. The overall purpose of the study was to assess the nature and effectiveness of USAID programs and make policy and programmatic recommendations for the future. In writing this book I have mostly drawn from the massive information collected during two years of research and analysis. The book is based primarily on three sources of information. First are reviews of literature covering scholarly writings, project and program documents, and articles in popular magazines and newspapers on media assistance. Such reviews were country specific as well as global in nature. Because the academic literature is extremely limited and media assistance is hardly covered in magazines and newspapers except in high-profile cases such as Bosnia and Serbia, reviews largely relied on program documentation. I had the unique advantage of perusing thousands of documents that are not available to the public. Although mostly descriptive and often self-serving, they identified critical gaps in our knowledge and illuminated the challenges and achievements of international media endeavors. Second, my colleagues and I undertook extensive fieldwork in seven countries/regions—Afghanistan, Bosnia, Central America, Indonesia, Russia, Serbia, and Sierra Leone. In each of these cases, research teams conducted extensive discussions with international donor agencies, officials of host countries, project staff and contractors, and local media experts and journalists. Every possible effort was made to interview all those experts and managers who had intimate knowledge of the ongoing media assistance programs. Teams also examined locally available documents and reports and used translators to translate documents into English when necessary. In the absence of hard quantitative data, they largely relied on available documentation, indepth interviews, and their own knowledge of the media scene for their findings and conclusions. Finally, I organized a series of meetings in Washington, D.C., to discuss the findings of the country studies and explore new directions for media assistance programs. Such meetings helped to identify many problems and challenges facing media assistance programs and helped in formulating a set of recommendation for policymakers." (Chapter 1, p.10-11)
