since gained broad traction. Many governments and organizations are embracing this concept, based on the premise that realizing the full potential of connectivity requires more than access – it also means addressing barriers such as affordability, digital skills, and connection quality.
On the path to UMC, the IDI serves as an important tool for tracking progress. The 2025 results show continued global advances in connectivity, with nearly all economies improving their performance. It is encouraging that low-income countries tend to be progressing the fastest, although from a low base. Gaps with higher-income countries remain wide.
This edition also presents attention to the situation of Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs), and Small Island Developing States (SIDS). While these groups often face significant structural challenges, the IDI sheds light on their evolving digital landscapes and the markedly different trajectories within each group. These internal disparities highlight the importance of context-specific policies and targeted support." (Foreword)

In its early stages, the digital economy thrived in a largely unregulated sphere. Even in the 1990s, Silicon Valley companies were still known for not doing much lobbying in Washington. Now they are lobbying giants. The anti-trust proceedings against Microsoft were the turning point. In yet another epsiode of economic history, it had become clear that leaving things to market forces would lead to monopolistic dominance. Accordingly, the tech companies now want to shape political discourse. We actually need better international regulation. Profit-maximising corporate giants are running social media platforms that have become indispensable for public debate, at both national and international levels. The companies make the rules. They are free to decide whether they want to ban liars and propagandists, and it is up to them whether they apply their own rules consistently. All too often, they do not. Hate speech remains unchecked in many cases. Antidemocratic propaganda abounds. Content moderation is typically not done in African or Asian languages. Freedom House, the Washington-based pro-democracy initiative, warns that an increasing number of governments are restricting civic liberties online. Human rights are indivisible, however, and need to be defended in international and multilateral settings.
Humanity is facing huge challenges including global heating. Digital technology can help us get a grip on some of the problems. But if we want technology to serve the common good, we cannot simply leave application to market forces. Regulation must not obstruct progress, but it must ensure that oligarchic corporate interests do not become obstructive. And that, obviously, applies to artificial intelligence too." But ultimately, each country must take its own path. And while governments can act as stewards of digital transformation, all parts of society must collaborate for the greatest chance of success. Accelerating inclusive digital transformation demands a portfolio of interventions, and a holistic, whole-of-society approach to delivering them. This brief has outlined ten good practices that, when leveraged effectively, can set digital transformation efforts up for success. These practices should be selected carefully based on each country’s context - it is just as important for countries to decide what they will not focus on, because if everything is a priority then nothing is." Digitale Technologien – von Smartphones, intelligenten Geräten und Software bis hin zu künstlicher Intelligenz (KI), digitalen Plattformen und Blockchain – eröffnen viele Möglichkeiten für Empowerment und sozialen Wandel. Gleichzeitig spiegeln Technologien die physische Welt und ihre Systeme der Marginalisierung und Unterdrückung wie Patriarchat, Rassismus und Kolonialismus wider. Trotz der in ihr verankerten und reproduzierten Ungleichheiten bleibt das Anliegen, die Potenziale der digitalen Transformation zu nutzen, weiterhin ein Handlungsfeld der deutschen Entwicklungszusammenarbeit.
Die neue feministische Entwicklungspolitik Deutschlands baut auf dem bisherigen Engagement auf und geht gleichzeitig neue Wege. Sie setzt sich für eine geschlechtergerechte digitale Transformation und digitale Teilhabe für alle ein. Gleichzeitig ist das zukünftige Ziel, alle Formen struktureller und systemischer Ursachen von Ungleichheit zu überwinden, die in der heutigen globalen Gesellschaft tief verwurzelt sind. Insbesondere letzterer Aspekt bedeutet auch, den Status quo der gegenwärtigen digitalen Transformation und digitalen Entwicklungspolitik grundlegend in Frage zu stellen. Die vorliegende Studie verdeutlicht, dass eine feministische Entwicklungspolitik im digitalen Raum vielschichtig ist und umfasst eine Bandbreite sich überschneidender Themen.
