Brazil. The quilombos emerged as refuges for Black people who escaped repression during the entire period of slavery in Brazil, between the 16th and 19th centuries. The inhabitants of these communities are called quilombolas. With the 1988 Constitution, they gained the right to own and use the land they were on, but not without plenty of political struggles. Today Brazil has more than 15,000 quilombola communities. Within quilombo Ribeirão Grande/Terra Seca there is a group of women that takes part in a network called Agroecological Network of Women Farmers (RAMA in Portuguese – Rede Agroecológica de Mulheres Agricultoras), and one of the issues they faced collectively related to difficulties of communication [...] This essay explores positive and negative aspects of our practices in the design and nurturing of the Ribeirão Grande/Terra Seca community network, the use of feminist and popular education methodologies, respect and appreciation of local knowledge, and the importance of considering gender, race and colonialism as oppressions present in the places where community networks operate and are needed. We share these reflections so that they can be useful for other community network activists, advocates and groups when it comes to their technological practices and methodologies. In our search for socially, culturally, ethically engaged and responsible definitions of technology, we come across our own gaps and prejudices: especially how to see and work on racial relations and, crucially, how community network practitioners ignore their own prejudices." Participation is an ongoing interaction involving decisions concerning technologies, the actors involved, the production of the content and the institutional framework. We argue that this is influenced by several unpredictable factors and challenges which we aim to describe. The contribution this paper makes is in highlighting challenges in the design and deployment of ICT in rural and remote island communities in Africa." (Abstract)

health disparities, and crisis mitigation. Our results showed that Gram Vaani’s Covid-19 Response Network merged all three types of CIT application into an integrated whole and extended it to marginalized rural and migrant/resident worker communities in India. In 15 months, 870,000 individuals used the organization’s Mobile Vaani platforms, made 2.5 million calls, recorded 24,880 voice reports, and shared 2,327 impact stories. Taken together, they amplified the voices of the most vulnerable, provided direct assistance, and held government agencies accountable in three major areas: health promotion and healthcare access, livelihood support and working conditions, and safety nets and essential services. We identified (1) storytelling network actors at all levels (micro, meso, interstitial, and macro), (2) enabling and constraining communication action contexts of pandemic community mobilization, and (3) specific impact pathways for different storytelling network actors to overcome barriers and leverage Mobile Vaani as an enabling and empowering communication action context." ork they do and the decisions they need to make. Also, we present results from research that we conducted on three of our communities to test the effectiveness of our approach. Lastly, our moderators working in Burundi, DRC and Mali share their experience and insights, showing how moderation goes in practice. They talk about the secret of being a good moderator and share the challenges they experience in their daily work. Citizens' Voice is active in Burundi, China, DRC, Egypt, Libya, Mali and Yemen and focuses on social cohesion and inclusive governance. Applying a user-centred approach and persuasive storytelling, Citizens' Voice creates and maintains digital platforms offering safe spaces where young women and men from across political, ethnic, racial, regional or religious divides can come together in a way which is often impossible in the offline space. In-country teams create multi-media content relevant to the local context to attract and engage young people via a variety of digital channels. Through moderated discussions, they encourage disparate groups to voice their opinions on issues of common interest both online and offline. To achieve impact, Citizens' Voice aims to engage the broadest possible spectrum of stakeholders at all levels." (Introduction)

This project advances knowledge of the role of community-based media in a community environment in the Thai public sphere. Furthermore, it strengthens knowledge of the role of community-based media in its broadest sense as an important form of cultural production. By using ethnographic action research, this research gains strength through a rich understanding of the community by following an ongoing research cycle of planning, doing, observing and reflecting. Beyond that, this study reflects the idea of "hyperlocal" media. With approximately a hundred households on which to focus, it is much easier for hyperlocal media to reach local people by providing local news, covering local politics and engaging local people in the affairs relevant to their area. As a result, the findings of this paper will reinforce the idea that "hyperlocal" communication has played a much more proactive role in the community context." (Abstract)
