This group, already equipped with devices and Internet access, and familiar with a range of online activities, presents an opportunity for targeted training, particularly in the skills area of safety, to elevate them to the basic level of digital skills.
Moreover, 45 per cent of Azerbaijanis aged between 15 and 74 only possess activities in zero to three skill areas out of five. Even if this group of people is active online, without basic digital skills and rudimentary knowledge of digital technologies, they not only lack the skills to benefit from digitalization but they may face online risks as a consequence. For this group, upskilling will reduce and mitigate any negative impact.
The most important skill areas include safety, digital content creation and problem-solving, and major upskilling interventions and training programmes should be built around these three areas, preferably with targeted upskilling activities for different segments of the population. Moreover, getting a better understanding of why 3.4 per cent of people aged from 15 to 74 have not used the Internet in the past three months will be an important step in getting them online.
The survey recommendations will serve as the basis for designing and planning relevant future government interventions, policies or strategies for digital upskilling at national and regional levels. A number of recommendations, both short and long-term, are outlined by age group. Connections with education institutions are made as formal education offers a structured context to implement digital upskilling strategies to guarantee at least basic digital skills as part of learners’ exit profile from education and training." three USAID/Bangladesh priorities, which include i ) improved democratic systems that promote transparency, accountability, and integrity; ii) enhanced opportunities for an inclusive, healthy, educated society, and a robust economy; and iii) strengthened resilience to shocks and stressors, the DECA process included desk research, consultations with USAID/Bangladesh technical offices, and 81 key informant interviews with stakeholders from civil society, academia, and the private and public sectors. Key findings include: Bangladesh’s digital ecosystem has steadily evolved over the last decade; the Government of Bangladesh (GoB)'s Vision 2021 and Vision 2041 underscore the importance of Digital Bangladesh and have been drivers for digital transformation across the country. However, undefined roadmaps and uneven knowledge of digitalization among government officials undermine GoB’s efforts; limited digital literacy is a key barrier across all aspects of the ecosystem; connectivity is affected by poor quality of services and lack of affordable data; a growing ecosystem of locally relevant content is key to closing the usage gap; barriers in terms of funding and understanding user needs remain; Bangladesh ranks Number One in South Asia on the e-government academy’s National Cybersecurity Index (NCSI) in terms of the availability of necessary laws and policy, but there is significant room for improvement when it comes to the strength of implementation across the ecosystem; misinformation and disinformation are widespread in the digital sphere; mobile financial services are expansive in Bangladesh and increasingly inclusive; e-commerce and the tech startup environment have grown quickly due to an increase in international and domestic investments and an active private sector; an expansive digital talent pool exists, but they are not trained to their fullest potential, hindering their income potential and Bangladesh’s growth trajectory." derators act as “community stewards.” They are individuals in charge of reviewing user-generated content to ensure users adhere to rules, regulations, and community standards of social media platforms. They hold tremendous influence over the experience of their users, but they often step into these roles without fully understanding the scope of responsibilities they are taking on. Many community stewards describe their role as a “labor of love,” representing a substantial opportunity to catalyze large-scale, positive social change across societies. Yet, they face many challenges. Stewards cite myriad challenges, risks, rewards, and opportunities they face in managing their online groups and pages.
This report focuses on the role of community stewards in promoting healthier relationships in their online and digital groups in conflict-affected and fragile countries. There is growing evidence of the societal impacts stewards are driving through their platforms, such as mobilizing aid during crises, raising awareness on important issues, and fostering solutions to community challenges. Given their unique reach, influence, and trust, community stewards hold great potential to not only mobilize positive social change, but also to foster connection and belonging in a way that positively transforms relationships and disrupts the toxic polarization that divides societies and fuels violence. The potential of community stewards is clear; it is less clear how civil society, the private sector, governments, and others can best support and scale up this potential. Understanding the needs and incentives of community stewards to proactively use their roles for building healthier online (and offline) communities can help build on what works. Understanding the barriers and challenges they face in doing so, will serve as critical entry points for mobilizing the right support to stewards.
