Even though digital advertising generates much less revenue than print advertisement once did, advertisement income is still a welcome contribution to the annual budget of media. Reader revenue in diversified models: Reader revenue is an important upcoming revenue streams in many contexts. the project (2014-2017), Internews implemented activities in Kazakhstan, Kyrgyzstan, and Tajikistan. The second phase focused on activities in Kazakhstan and Tajikistan only, while Kyrgyzstan’s media sector was supported with a new standalone project. The project aimed to strengthen the long-term sustainability of targeted media outlets, facilitate regional cooperation and conduct a number of activities designed to promote the modernization of newsrooms throughout the region, improving the financial viability of media, and increasing access to information that will keep government institutions accountable to citizens. A2I activities were implemented toward the following Project Goal: Increase citizen access to civically-relevant information in order to improve governance outcomes. From October 1, 2014 until September 30, 2017, the project was based around the following four objectives: Objective One: Increased regional cooperation to improve the competitiveness of non-state media outlets through content generation and sharing; Objective Two: Increased resilience of independent media to survive the impending treaty mandated shift to digital broadcasting across Central Asia; Objective Three: Professional standards for diverse and sustainable media voices; Objective Four: Improved legislative and policy environment. In 2017, USAID awarded Internews a two-year cost extension, under which the program goal remained the same, but the objectives were slightly adjusted to reflect the changing environment and needs of the media community in Central Asia." d by the German Ministry of Economic Cooperation and Development (BMZ), with the aim to strengthen the work of community media in Ecuador in the provision of access to information to vulnerable populations, especially in indigenous languages. One central line of this project was the financial sustainability or viability of community media, which has historically been one of the greatest problems for this sector. The economic viability of community media worsened during the course of the project because of economic and political changes in the country: the fall in oil prices and state restructuring made necessary by the fiscal crisis caused a drastic reduction in advertising income for community media. The project was designed with the participation of CORAPE members, leading to the definition of four focus areas of media viability (advertising; projects and entrepreneurship; partnerships and alliances; production and programming) and the agreement on a series of methodological tools. A selection of eight community media outlets, which varied in their nature, organization, and sources of financing, participated in a process of self-analysis, external consultation, and peer exchanges with the goal of finding solutions to the viability of community media. In this way, they succeeded in defining a series of processes and created specialized tools that could be applied within the network, as well as to other community media in the world. This publication is divided into three chapters. The first presents background information, justification for the project, and the methodology used. The second shows the training procedures and best practices of four of the participating community media outlets. The final chapter reflects the learning outcomes of the project by recommending eight steps and tools to help community media achieve viability." (Page 7)

sses. In particular, local media outlets, media engaged in niche reporting and/or those critical of the government are unable to generate sufficient advertising revenues. Media outlets in the region operate within a dysfunctional media system. Their revenues are shrinking, and a larger number of media outlets compete for increasingly thin pickings. Meanwhile, political interference and corrupt advertising practices deepen their woes. Media outlets are further disadvantaged by the radical changes in media consumption habits and advertising flows. As a result, independent journalism is sustained on only a small number of platforms that are committed to pluralism, democratic debate and democratic processes. Media ownership in the Western Balkans lacks transparency, and ownership of media outlets is often used as a way of influencing the public and/or the government, in line with the particular political and business interests of their owners. In addition, there is a strong tendency towards the concentration of power in the hands of few dominant players in areas such as media production, distribution, advertising and related businesses (in BiH, Serbia, and Montenegro, mainly the United Group and Telekom Srbija). By acquiring the rights to virtually all premium content, these dominant groups are making it highly challenging for other media outlets to secure a reasonable share of advertising income. The advertising market is affected by three dominant issues: the continuing economic crisis and the shift of advertising budgets to regional and global media and to online communication platforms; corrupt advertising, instrumentalised for the promotion of particular political and other interests; a lack of credible audience data." El proyecto se construyó de manera participativa con miembros de la red de CORAPE. Para ello se definieron cuatro enfoques de sostenibilidad financiera (publicidad; proyectos productivos y emprendimientos; alianzas y articulaciones; producción de programas) y se acordaron una serie de herramientas metodológicas. Una selección de ocho medios comunitarios, diversos en su carácter, constitución y en sus fuentes de financiamiento, participaron en un proceso de autoanálisis, asesorías externas e intercambios entre pares con el objetivo de buscar soluciones de sostenibilidad. The key aim of the research was to gain an in-depth understanding of the needs, habits, and expectations of the audience, in order to facilitate rational and informed discussion about the media sector and public attitudes; and strategic decision-making by media businesses, with the starting assumption that understanding audience needs and profiling target groups constitutes integral parts of any media business strategy in terms of both preparing and formatting media content. Thus, the study was structured to facilitate the achievement of SMS objectives and to provide directions for SMS strategic and operational interventions in the following areas: 1. Foundations are shown to place many nonprofits in a Catch-22 because of competing demands to achieve both economic “sustainability” and civic “impact,” ultimately creating pressures to reproduce dominant commercial media news practices or orient news primarily for small, elite audiences. Further, media organizations dependent on foundation project-based funding risk being captured by foundation agendas and thus less able to investigate the issues they deem most important. Reforms encouraging more long-term, no-strings-attached funding by foundations, along with development of small donor and public funding, could help nonprofits overcome their current limitations." Kenyans have made significant advances in freedom of expression, but news organizations on all platforms still struggle with major limitations in their enabling environment, especially crippling libel laws. The vast majority of Kenyans live in rural areas, where “last-mile” issues of electrification, infrastructure, and connectivity still constitute major challenges to their consumption of news media.
