nd components of a new risk-centered approach to analyze and address the negative impacts of digital platforms. It also explores the key dimensions that should be considered when assessing platform risk, including mental and physical health, financial security, privacy, social and reputational wellbeing, professional security, sovereignty, and strength of public goods. The paper then underscores the necessity and value of comprehensive disclosure schemes in order to better understand the cause and effect of digital platforms and related products within the scope of a risk framework. Through the establishment of standards setting bodies dedicated to addressing itemized risks,we argue that this is the infrastructure necessary for sustainable regulation and self-governance that is dynamic and public purpose-oriented. Throughout each section, we aim to underline the significance of stakeholder engagement in the governance process. Platforms themselves, civil society organizations, policymakers, researchers, and users all have important perspectives, experiences, and jurisdiction needed to effectively mitigate harms of digital platforms. Finally, this article concludes that there are critical challenges to how current supervision is conceived. Strictly self-regulatory mechanisms (i.e. ToS or transparency reports), although positive, lack legitimacy; and the mechanisms that are being designed by the states, as will be developed here, require substantial inputs and amendments to guarantee their independence, their compatibility with human rights, and above all, their effectiveness in achieving their intended purpose. In this framework, this essay suggests that co-regulation with expert multistakeholder oversight could be a plausible and even desirable model for the supervision of cross-jurisdictional behaviors and services and evaluates the best practices and the challenges that this model poses for its adoption in other areas." Therefore, more comprehensive economic competition measures and policies are needed (for instance, asymmetric policies by service and not by sector). On the other hand, as the goals of the governments in the media have not been achieved, the digital divide remains wide, which means that vast swathes of the Mexican population do not fully enjoy the benefits of digitization. Part of the reason is that post-reform investments were below expectations, at much lower levels than in other countries (except for a recent investment in a 5G network). Public media remain financially vulnerable as authorities have discretionary power in approving their budget and exert significant influence in their editorial coverage. Moreover, public media remain reluctant to be held accountable." (Conclusion)
