This was the objective of a retreat for international journalists who have reported from Syria since conflict broke out in early 2011: to produce a set of minimum professional and safety standards for journalists reporting from conflict zones and their employers, drawing on their experiences and challenges in the field. What follows is an outline of a series of discussions held over the three-day retreat among some 45 journalists, photographers and filmmakers, which led to the production of a minimum standards document. Participants discussed their greatest personal, security and professional challenges faced when reporting from Syria, including experiences with kidnappings, news blackouts, computer encryption, cultural sensitivity and post-traumatic stress disorder. Their recommendations are outlined in the “Minimum Working Standards for Journalists in Conflict Zones” (appendix 1) and “Recommendations to Press Freedom Organisations” (appendix 2)." A partir de preguntas como ¿porqué la representación estereotipada de pueblos y culturas indígenas no es abiertamente cuestionada en nuestra sociedad? ¿Qué mecanismos subconscientes sostienen las representaciones que tenemos de nosotros y nosotras? ¿Los medios de comunicación están condenados a apelar a los referentes sociales (estereotipos, miedos/prejuicios) para construir sus mensajes? ¿Quién o quienes determinan los límites de la libertad de expresión en sociedades regidas por códigos y representaciones racistas? y ¿qué ejemplos o experiencias para enfrentar el racismo y construir una imagen positiva e inclusiva de los pueblos indígenas en los medios de comunicación, pueden ser aplicables a nuestra realidad? Las y los comunicadores convocados analizaron el papel de la comunicación en la construcción de sociedades excluyentes y al mismo tiempo, reflexionar sobre las capacidades y posibilidades de la comunicación para el fortalecimiento de las organizaciones indígenas y la construcción de una voz e imagen desde los pueblos indígenas, pero no solo para los pueblos indígenas, sino que sirva para afirmarnos como sociedades diversas. The Role of Media in Democratic Transitions: Successes, Challenges and the Way Forward”, government officials, private and state-owned media companies, professional journalist associations, academia, civil society representatives and international organisations met to take stock of the media reforms in Myanmar and develop a set of practical recommendations for further media development in the country. The conference was organised by the Ministry of Information (MoI) and the Myanmar Media Development Thematic Working Group (MMDTWG) in partnership with UNESCO and International Media Support (IMS). The theme of the 2013 conference was linked to the previous year’s conference, which focused on media’s potential to strengthen democratic processes, bringing international experience and exposure to Myanmar. This year, the main emphasis was to take stock and bring to the forefront the successes and challenges faced by Myanmar stakeholders. It provided a venue for participants to report on concrete progress achieved in pursuing media development and reforms. The fact that the conference drew over half of its participants from outside Yangon was a testament to the strong regional focus and relevance of this year’s theme." (Introduction, page 5)
