Discussions focused on topics such as viable business models for independent media, professional ethics and self-regulation, press freedom and the role of big technology. During the roundtables, five key recommendations were made to improve the media industry. The first recommendation is to structure the media market by collecting data, reforming public policies, regulating economically and rebuilding trust with the public. The second recommendation is to structure the advertising market by better measuring the audience, reassessing the advertising value chain, reconsidering the relationship between media and advertisers and reusing public advertising as the first lever. The third recommendation is to support digital transformation by helping existing media to digitally transform and platform, as well as by supporting the implementation of technological infrastructures. The fourth recommendation is to align donor funding with local issues to ensure that the media support the interests of their local community. Finally, the fifth recommendation is to increase skills on economic and managerial issues, in particular to media management and the challenge of existing business models." (Executive summary)

oviders, businesses, community groups, councillors and others, to find out what they think about the state of local news, what impact this is having on their communities, and what they believe is needed to build a more sustainable local news economy. We found that:
• People believe that local news should be truly local. They don’t want ‘cookiecutter’ local news, but original local news that truly reflects their area.
• Despite their passion and commitment, local news providers are struggling to meet this need. Commercial providers are chasing page views, whilst independent providers are burning themselves out with long hours and low pay.
• .Local stakeholders are keen to support new funding models for local news. They recognise that old revenue models have been disrupted, but they believe that, in many places, new sources of local funding can be found for local news.
• .The Local News Planning process unlocks collaboration. It brings people together in a powerful spirit of creativity, agency and optimism.
These findings confirm the scale of the challenge facing local news, but they also contain the seeds of a new approach that we call ‘media wealth building’." (Summary, page 6)

"The growth of Russia’s presence across Africa over the last decade has generated significant international concern, further exacerbated after Moscow’s invasion of Ukraine. Russia’s engagement can affect the interests and policies of the European Union (EU) and its member states (MS) in Africa

. How should European policymakers understand these developments and respond to them? To answer this question, this report looks at Russia’s engagement in Africa, reaching three main conclusions.
First, Moscow’s engagement with Africa has so far remained limited as compared to that of other global players, particularly in the economic domain. The current level of (media) attention devoted to Russia’s role in Africa is thus not supported by sufficient evidence of its actual engagement in the continent. At the same time, however, the growth of Russia’s presence is a real trend.
Second, Russian actors are guided by a rather loose strategy when it comes to Africa. The Russian state has some interests that act as a broad framework. However, the actual engagement is carried out not only by state actors, but also by state-backed conglomerates and politically connected private businesses. These latter actors have their own specific interests, which are not always fully aligned with those of the Russian state. While state actors are often driven by geopolitical considerations, Russian companies are more interested in economic opportunities.
Third, Russia’s engagement in African countries is significantly shaped by the different national contexts and by the interests of African governments. For instance, in a strong state like Ethiopia, Russia’s engagement takes place exclusively at the governmental level. By contrast, in Sudan and Mali (contexts with weaker state structures), other Russian actors like private military companies (PMCs) and private businesses are involved. Yet, in all three cases, Moscow’s presence tends to grow when relations between African governments and their international partners (especially in the West) deteriorate, often in the wake of authoritarian turns. This shows the opportunistic nature of Russia’s engagement, as well as the complex trade-offs faced by EU/MS governments when engaging with African governments." (Executive summary)
