Secretary Xi Jinping, the strategy is designed to lift China’s core competitiveness and societal efficiency through comprehensive digital transformation at the national level. Mostly unknown in the West, Digital China has profound implications for China’s developmental path, great power competition, and for the norms that will undergird the international system for decades to come. Beijing hopes to leverage a latecomer’s advantage to win what it sees as the new focal point of great power competition in the digital age: the race to design and build the world’s first nationally integrated system of rules, institutions, and technology to comprehensively manage big data and its intelligent application. This expresses itself in the Digital China strategy’s intense focus on the governance and control of data, a process Beijing calls the “new stage” in national informatization. Equally important, the Communist Party also now considers the “control of data” to be essential to its own survival, on par with the control of media, the military, and personnel. Rooted in Marxist theory, the Digital China strategy is both deeply transformative and deeply competitive. In effect, it is the world’s first digital grand strategy. Internally, the party’s deft control of data will create the world’s first “Smart Society,” demonstrating to China’s citizens and the world that capitalism has nothing to offer over socialism. Externally, a successful Digital China strategy will usher in an era of Chinese innovation that brings with it great power status across multiple strategic domains, civilian and military. In its early stages, the digital economy thrived in a largely unregulated sphere. Even in the 1990s, Silicon Valley companies were still known for not doing much lobbying in Washington. Now they are lobbying giants. The anti-trust proceedings against Microsoft were the turning point. In yet another epsiode of economic history, it had become clear that leaving things to market forces would lead to monopolistic dominance. Accordingly, the tech companies now want to shape political discourse. We actually need better international regulation. Profit-maximising corporate giants are running social media platforms that have become indispensable for public debate, at both national and international levels. The companies make the rules. They are free to decide whether they want to ban liars and propagandists, and it is up to them whether they apply their own rules consistently. All too often, they do not. Hate speech remains unchecked in many cases. Antidemocratic propaganda abounds. Content moderation is typically not done in African or Asian languages. Freedom House, the Washington-based pro-democracy initiative, warns that an increasing number of governments are restricting civic liberties online. Human rights are indivisible, however, and need to be defended in international and multilateral settings.
Humanity is facing huge challenges including global heating. Digital technology can help us get a grip on some of the problems. But if we want technology to serve the common good, we cannot simply leave application to market forces. Regulation must not obstruct progress, but it must ensure that oligarchic corporate interests do not become obstructive. And that, obviously, applies to artificial intelligence too." As people continue to rely on digital platforms and services more than ever before, it is crucial for diverse stakeholders including local business communities, civil society, media organizations, and governments to actively participate in multi-stakeholder discussions on the development and implementation of legislation and frameworks that impact the digital economy, from a national, regional, and Continental perspective.
This Roadmap to Reform of Africa’s digital economy is divided into three parts. Part one highlights the findings from engagements held by the Center for International Private Enterprise (CIPE) and the Collaboration on International ICT Policy for East and Southern Africa (CIPESA) on the various opportunities and challenges related to digital transformation in Africa in September 2019 in Addis Ababa, Ethiopia. This dialogue brought together representatives from chambers of commerce, civil society, media organizations, and governments across over ten African countries. Part two explores multi-stakeholder approaches to capitalizing on digital transformation opportunities in Africa.
