This period of post-war reconstruction in Bosnia is difficult to research for many reasons, starting from the obvious fact that processes are still going on, to the fact that different international players who were involved in the process over the years, hardly left archives available to the public to be analysed. What is left sometimes does not give a complete picture. In the paper different methods will be presented, that have been applied in order to overcome these difficulties. For this purpose, two groups of stakeholders were identified and interviewed both quantitatively and qualitatively: international media assistance actors as well as local journalists, media owners and experts. The leading question of the study at hand is: How far did the international development strategy succeed in transforming Kosovar media towards greater plurality, commercialization, professionalization and de-politicization? The findings suggest that media assistance actors focused too little on economic sustainability (i.e. commercialization) or, if this was done, fragile economic and political conditions proved detrimental. Also, development actors have focused too long on ad-hoc training sessions as well as on supporting different competing media outlets, thus creating a congested market. In comparison, wherever media framework institutions were supported, the success was more clearly visible." (Abstract)

Advances in the rest of Europe have put pressure on authorities to get their act together and the new deadline of 2014 for analog television switch-off may yet be achievable. This report proposes a series of compelling policy recommendations aimed at catalyzing the digitization process, improving the function of public service broadcasting, and enhancing the stability and independence of both media markets and the regulatory institutions that oversee them. It has not yet, however, neutralized the power of dominant media organizations, or indeed the influence wielded by political elites and advertisers. This is also the case in the CRIS data base, which does not distinguish for example between public diplomacy and media support [...] As a consequence, the amounts and other figures in this report should not be taken as exact values. But the mapping does show some clear trends and tendencies despite the weakness ofthe basic data, and the main findings are: According to the information available in the CRIS data base and the definition of projects applied for this support, the total amount spent on media development and freedom of expression in the period 2000-2010 has been 148,4 Million Euro. More than half of the total amount has been spent in the neighbour countries East and South of the EU. More than 40 % has been spent in the Western Balkans, Armenia, Azerbaijan, Belarus, Russia, Georgia, Moldova, Ukraine and Turkey, while 12,5 % has been spent in the Middle East and North Africa. 24,3 % of the total funds have been spent in Sub-Saharan Africa. The EC support for media development and freedomof expression has been limited compared with the bilateral support from EU. Member States and other bilateral donors. For comparison the Swedish budget for media support from SIDA in 2012 is 26 Million Euro and DfiD supports the BBC Media Action with more than 20 Million Euro per year. The funding comes .from a variety of thematic and geographic Instruments with the European Instrument for Democracy and Human Rights, EIDHR, as the single biggest source, which accounts for 41 % of the total support. Other significant Instruments are IPA, CARDS, ENPI and MED. The main focus has been on training of journalists and editors in journalistic skills and professional standards. Other initiatives have been support to reform of media related legislation and direct support to endangered journalists and writers. The projects supportedby the EC have not been different from projects funded by bilateral donors. Very few projects have benefitted from the potential comparative advantages of the EC/EU as a multinational entity. Very few projects have been designed and implemented in cooperation with member states or other donor agencies, and the projects do not reflect on-going internal medla developments in the EU. There seems to be more focus on EU visibility than on EU additionallity. The top ten contract holders have implemented 36 % of the total project value with BBC Media Action as the single biggest partner, which has implemented almost ten percent of the total project value in the period 2000-2010. lnternews (with lnternews Europe as the biggest entity) comes second with 4,6 % of the total project value followed by the International Federation of Journalists with 3,4 % of the project value. The EC is seen as a “difficult“ or “bureaucratic“ donor agency, which is difficult to approach for smaller organisations because the possible funding does not correspond with the paper work needed to apply for support." o convinces some Croats to switch to voting for ultra-nationalist parties from voting to moderate nationalist party. In addition, exposure to Serbian public radio increases the incidence of ethnically-offensive graffiti on public buildings in the center of their villages. The results of a laboratory experiment confirm that Serbian public radio causes an increase in anti-Serbian sentiment among Croats. Our results indicate that foreign media can have substantial cross-border effects in countries characterized by post-conflict ethnic tensions such as Croatia. These findings are likely to apply more generally to areas of past conflict with similar languages and overlapping media markets. This suggests that peaceful relations between neighboring countries depend in part on the content of media programming, and the extent of media overlap. Hence, nation-building efforts implicit in the nationalistic content of the media (in this case, the Serbian radio) can have important spillovers on the persistence of peace between countries." Over the years, policy makers have identified the vital parts of a democratic media system, but what they have failed to fully understand is the dynamic interaction among them. Now, more than fifteen years after the end of the Bosnian war and twelve after the end of the war in Kosovo, numerous assessments by government sponsors and independent evaluators have reported success in achieving fundamental media freedoms in these countries, yet these media sectors have not demonstrated their anticipated transformative power – leaving struggling or dysfunctional organizations in the wake of donor financial retreat. This study argues that media organizations and institutions are trapped between pressures to commercialize and professionalize, which have become conflicting rather than enabling forces when combined with weak economic environments. In each of the countries in this study, a lack of synchronization among reforms, political divisions, and poor economic growth have contributed to a web of interrelated challenges. Despite significant economic reforms, growth and stability have never reached a threshold for systemic change." (Abstract)
