p administration. Social media news use was sharply up (+6pp) but there was no ‘Trump bump’ for traditional sources.
• Personalities and influencers are, in some countries, playing a significant role in shaping public debates. One-fifth (22%) of our United States sample says they came across news or commentary from popular podcaster Joe Rogan in the week after the inauguration, including a disproportionate number of young men. In France, young news creator Hugo Travers (HugoDécrypte) reaches 22% of under-35s with content distributed mainly via YouTube and TikTok. Young influencers also play a significant role in many Asian countries, including Thailand.
• News use across online platforms continues to fragment, with six online networks now reaching more than 10% weekly with news content, compared with just two a decade ago. Around a third of our global sample use Facebook (36%) and YouTube (30%) for news each week. Instagram (19%) and WhatsApp (19%) are used by around a fifth, while TikTok (16%) remains ahead of X at 12%.
• Data show that usage of X for news is stable or increasing across many markets, with the biggest uplift in the United States (+8pp), Australia (+6pp), and Poland (+6pp). Since Elon Musk took over the network in 2022 many more right-leaning people, notably young men, have flocked to the network, while some progressive audiences have left or are using it less frequently. Rival networks like Threads, Bluesky, and Mastodon are making little impact globally, with reach of 2% or less for news.
• Changing platform strategies mean that video continues to grow in importance as a source of news. Across all markets the proportion consuming social video has grown from 52% in 2020 to 65% in 2025 and any video from 67% to 75%. In the Philippines, Thailand, Kenya, and India more people now say they prefer to watch the news rather than read it, further encouraging the shift to personality-led news creators.
• Our survey also shows the importance of news podcasting in reaching younger, better-educated audiences. The United States has among the highest proportion (15%) accessing one or more podcasts in the last week, with many of these now filmed and distributed via video platforms such as YouTube and TikTok. By contrast, many northern European podcast markets remain dominated by public broadcasters or big legacy media companies and have been slower to adopt video versions.
• TikTok is the fastest growing social and video network, adding a further 4pp across markets for news and reaching 49% of our online sample in Thailand (+10pp) and 40% in Malaysia (+9pp). But at the same time people in those markets see the network as one of the biggest threats when it comes to false or misleading information, along with Facebook.
• Overall, over half our sample (58%) say they remain concerned about their ability to tell what is true from what is false when it comes to news online, a similar proportion to last year. Concern is highest in Africa (73%) and the United States (73%), with lowest levels in Western Europe (46%).
• When it comes to underlying sources of false or misleading information, online influencers and personalities are seen as the biggest threat worldwide (47%), along with national politicians (47%). Concern about influencers is highest in African countries such as Nigeria (58%) and Kenya (59%), while politicians are considered the biggest threat in the United States (57%), Spain (57%), and much of Eastern Europe." In terms of report structure, section 1 sets out the background and scope, focusing on key assumptions used and key stakeholders involved. Section 2 looks at the study approach with a specific emphasis on research methodology and scenarios on cost analysis while section 3 analyses the capex and opex for mobile network operators, infrastructure companies, Internet service providers and satellite network operators. Section 4 considers the regulatory framework, especially the key policy instruments affecting the cost of doing business. Section 5 presents recommendations, and the overall conclusions.
The information presented here, builds on and complements the ongoing work of ITU on connectivity and infrastructure mapping and analysis. This technical study has a significant link to universal connectivity as ICT infrastructure remains key to bringing everyone online by 2030. This work will therefore help to shape infrastructure strategies to bring meaningful connectivity to the underserved or unconnected communities.
The study shows clearly that lower capital and operating costs can be achieved by creating a conducive regulatory framework of laws, policies, guidelines and an enabling environment in Nigeria and shows how the development of telecommunications is largely driven by elements such as the costs associated with infrastructure sharing, taxation, electricity availability, ands right of way charges." It is significant that a radio station dedicated a weekly programme to gathering opposing viewpoints and bringing together actors who had been excluded from the formal, official peace talks in Khartoum. Despite being unofficial, this forum provided by Ndeke Luka drew its strength from being an accessible, “open door” arena. [...] Within the precepts of the editorial line of radio Guira, journalists made no specific allusion to any armed group or armed leader, unless they were engaged in a UN or governmental effort to disarm. This could imply a “safety” measure to avoid any political attrition between the UN and the government. Considering that the UN mission is allowed to be in the country because the hosting government accepts its presence, and that the UN mandate aims at supporting the building of state institutions, it is not surprising that the need to partner with official authorities in all dimensions was present in Le Debat. The challenge for a radio broadcast from a UN media was not to use a bellicose rhetoric. On a final note, distinct perspectives of the processes of “peacebuildings,” in plural, were conveyed by these two radio stations. The term in its plural form is hereby endorsed in order to acknowledge that different perspectives of peacebuilding can and should coexist in the public arena. These multiple understandings sometimes complemented one another and sometimes clashed. It is, in fact, necessary and crucial that numerous views of “peacebuildings” publicly circulate as a way of engaging citizens and communities to collectively discuss the transformation of their realities." inates development and implementation of a core set of policies and strategies that are digitally transforming the government, economy, and society. The ICT for Accelerated Development (ICT4AD) Policy has guided this journey for more than a decade. A new Digital Economy Policy is drafted and under review to drive the next stage of Ghana’s digital development. The National Financial Inclusion and Development Strategy and the National Cyber Security Policy and Strategy have also been key. Ghana adopted an inclusive approach to developing its cybersecurity strategy, which contributed to improved cybersecurity capacity and considered citizens’ online safety and freedoms. However, a clear strategy for protecting critical national infrastructure is missing. Ghana has been a pioneer and champion of digital government transformation in West Africa over the past decade, with funding and support from the World Bank. Important whole-of-government platforms and services have been put in place, including the Government Wide Area Network (GWAN), which provides internet connection to more than 1,000 district assemblies, hospitals, police stations, and post offices across the country; a National Data Center; the Smart workplace suite, which includes email and productivity tools for government employees; and Ghana.gov portal, a one-stop-shop for citizen services. Still, digital government transformation is incomplete. Easy, efficient, online government services are in demand, but the Ghana.gov portal options are limited, and most major government service providers have their own separate online services portals. The national identity Ghana Card could enhance digital service delivery by providing a universally recognized, secure, and easy-to-use means of digital identification and authentication for citizens when accessing both public and private digital services, but the current identification system is not integrated with other government-operated databases, significantly reducing its many potential applications. The Regional Coordinating Councils, and metropolitan, municipal, and district assemblies (MMDAs) are just now embarking on the digital transformation journey. The Ministry of Local Government and Rural Development coordinates their efforts. Challenges for Ghana’s remaining efforts at digital government transformation include adequate funding to manage and maintain its connectivity and data center infrastructure, affordable internet for regional governments, inadequate digital literacy and skills among mid-level and regional staff, or related national training programs. A big skill gap exists in cybersecurity; Ghana faces a deficit of skilled cybersecurity professionals. The government also needs to improve efforts at stakeholder engagement and awareness-raising when developing new policy proposals." (Executive summary, pages 11-12)

This we did by examining Nigerian journalists’ perceived motivations for the online harassment that they experience and their suggested ways of controlling the phenomenon. Through online and face-to-face semistructured interviews of 30 journalists in Nigeria, we show that journalists in Nigeria believe that audience perceived journalistic wrongdoing and unethical behaviour, and polarization of politics in Nigeria are the chief reasons their audience harass them online. We further uncover that journalists suggested preventative measures, such as media sensitization campaigns about online harassment and political polarization, procedural, and prosecutorial measures such as improved security, ensuring adequate punishment for offenders, provision of security and enacting safety laws for journalists as avenues through which online harassment of journalists can be controlled.
