tical applications and ethical concerns in communication for development and social change. Most of the available historical accounts in development communications make a distinction between the modernization paradigm, the dependency paradigm and the multiplicity or participatory paradigm. These historical accounts have been dominated by framing developments within these paradigms, as the logical offspring of the Western drive to develop the world after colonization and the Second World War. The subsequent collapse of the Soviet Union in the late eighties, together with the rise of the U.S. as the only remaining 'superpower,' the emergence of the European Union and China, the gradual coming to the fore of regional powers, such as the BRICS countries, and the recent meltdown of the world financial system has rendered disastrous consequences for people everywhere. "This evaluation covers two independent projects implemented by BBC Media Action in Zambia. Tikambe provides information to young people about sexual reproductive health and rights and youth-friendly services via different platforms. Radio Waves supports independent media as a platform for dialogue

and accountability. The evaluation concludes that the projects are relevant and achieved important results. In the future, the projects would benefit from strengthening their participatory approach in project design, sustainability considerations in the organisational capacity development of media actors, vulnerability profile and outreach (Tikambe) and budget design transparency (Radio Waves)." inancial sustainability framework manual consists of a set of really practical tools, for preparing the work stepebyestep. The manual can be used as a guide and tool in a radio station seminar, where the board and management sit down and develop the tools step by step. It can be further used as a support when you explain your financial situation and life to the broader group of community volunteer broadcasters, or to your members in an annual general assembly, or when breaking down in a discussion with a potential partner, how you work strategically and systematically with partnerships. Every community radio is a mirror of the community to which it belongs – and as every community is special and different, reflecting its history, composition and choices, so is every community radio. It is therefore not possible to present one, generic financial sustainability framework for use by all. But it is possible to present a set of questions that all community radio stations should be asking themselves in order to achieve financial sustainability. The answers will be different – special – and will be your own, special, framework for your own, special, financial sustainability strategy and framework." (Introduction)

ext of the community. Based on her rich hands-on-experience, she provides examples illustrating processes of preparation, establishment, and building of long-term sustainability and empowerment, as well as the provision of an enabling environment. Practical advice ranges from planning needs assessments and strategic plans to managing partnerships and practising community-based impact assessment. Written in a clear, straightforward way, 'Empowerment radio' does an excellent job in providing guidance both on conceptual and practical aspects of community radio broadcasting." "The 52-page report summarised here is the result of the three-year partnership between UNDP Oslo Governance Centre and the Communication for Social Change Consortium in piloting the C4E approach in five least-developed countries: Mozambique, Madagascar, Ghana, Lao PDR, and Nepal. s key learning from the information and communication needs assessments conducted in these five countries, funded by a grant from the United Nations Democracy Fund (UNDEF). The implementation of the C4E approach consisted of: (i) information and communication assessments to identify the information and communication needs and identify gaps in meeting those needs; (ii) review of the media context based on the existing research at the national level; (iii) programme interventions informed by the findings of the assessment to ensure economically poor and marginalised groups' participation in decision-making processes. Experiences and lessons from testing the C4E approach in Madagascar and Mozambique in 2007-2008 enabled further refining of the C4E approach and informed the information and communication assessments carried out in Ghana, Lao PDR, and Nepal. As a result, the concept of C4E also widened: from an initial conception as part of UNDP's Access to Information work primarily geared to meeting the information and communication needs of the people through specific media strategies - to an approach that promotes inclusive participation, empowerment of economically poor and marginalised people, and accountability of the state to its citizens. These aspects of C4E, thus, make it an integral part of broader democratic governance and development work." (Summary at the "Communication Initiative" website)

ses. In summary it can be said that the project has managed to have a number of the crucial components of the project implemented. In spite of strong and committed initiative, support and management from the UNDP side, the uniting and facilitating organisational framework is not yet fully in place. It is, however, considered possible to remedy this lack through an intensive, participatory planning process in Khoun among the board members and the community broadcasters – facilitated by the project staff. The report presents, analyses and extracts recommendations in connection with all of the project’s four activities: establishment of a radio station; training of district and provincial information officers; training of (volunteer) programme producers and the board; elaboration of a baseline study and collaboration with other communityoriented radio activities in Laos."
