ökologischer, ökonomischer, sozialer und kultureller Ebene anstreben. Dieser Forschungszweig wird oftmals immer noch auf Länder bezogen, die ökonomisch weniger entwickelt sind, zum Beispiel Länder des globalen Südens. Im Gegensatz dazu setzen wir voraus, dass gesellschaftliche Transformation für alle Nationen relevant ist, da strukturelle Formen von Marginalisierung auch in wirtschaftlich starken Nationen auftreten. In der deutschen Kommunikationswissenschaft fand das Feld der KSW in den letzten drei Jahrzehnten nur vereinzelt Beachtung, obwohl es angesichts globaler Metaprozesse und internationaler Konflikte an Bedeutung zunimmt und sich inzwischen auch angrenzende Disziplinen für den Zusammenhang von Medien und gesellschaftlichen Transformationsprozessen interessieren. In Anlehnung an Kritiken des internationalen Feldes formuliert dieser Beitrag einen Ansatz der KSW als Forschungs- und Praxisfeld, das zunehmend soziale Bewegungen und in der Gesellschaft auftretende Formen von Teilhabe und Ausgrenzung von Personengruppen untersucht. Das bedeutet, verstärkt zivilbürgerliche Selbstorganisationen als zentrale Agenten gesellschaftlicher Transformationsprozesse zu betrachten, da diesen zunehmend Einfluss auf Politik und Gesellschaft zukommt. Zudem wird anhaltend gefordert, die Menschen, über die geforscht wird, in den Forschungsprozess einzubeziehen. Die Idee der partizipativen Forschung liegt auch diesem Beitrag zugrunde. Abschließend plädieren wir sowohl für mehr empirische Forschungen als auch für die Etablierung eines Studienganges zu KSW in Deutschland." (Zusammenfassung)

of DevCom scholars Gomez and Librero, the authors looked into 35 graduate research studies: 19 Masteral theses and 16 Doctoral dissertations that were produced from 2008 to 2015. The papers were evaluated according to a) Communication Tradition b) DevCom Thread c) Theories used, and d) Research Method employed. The review also revealed that DevCom research is primarily inclined to the Cybernetic tradition, still predominantly influenced by the modernisation paradigm, as demonstrated by the heavy use of linear, one-way communication models and theories such as diffusion of innovations, two-step flow, or extension approaches. This is more evident in the classification of Devcom research into the typologies of Colle and Quebral. Majority of the researches can be classified in the extension thread, although there is a growing interest in community participation theme. On the other hand, following Quebral’s typologies, most of the MS researches are people research, while PhD dissertations are varied and cut across people research, normative and policy researches. The quantitative method, which has been a preferred approach since 1985 when Gomez declared it dominant in DevCom research and even until 2012 in Librero’s review of researches from 2001 to 2010, remained popular among more than half of the researchers while the rest ventured into qualitative, except for a few who tried mixed methods." The study takes a two-pronged approach to answer these questions: a survey of researchers who have conducted ICTD research in Latin America and an analysis of their ICTD publications. We find that researchers use an array of specific alternative and additional terms to describe ICTD research, that methodological and theoretical characteristics of the literature resemble ICTD in general, and that contextual coverage of the region is lacking. Our results prompt a set of recommendations for better incorporating scholarship about Latin America in the ICTD field as well as improving global coverage of the ICTD community." (Abstract)

ppines Los Baños (UPLB) College of Development Communication (CDC), to issue statements that it is alive, thriving, and relevant (Magsambol, 2020). The UPLB CDC statement stressed that development communication (devcom) remains important for three reasons: “First, devcom has a long and established history, which is recognized by thought leaders around the world. Second, devcom is a vibrant academic program being offered by numerous local and international academic institutions. And third, driving positive social change through communication has always been at the heart of devcom. For as long as there are social issues to be addressed, devcom will remain ever relevant" (UPLB Devcom, 2020, para. 2). Quebral, or simply NCQ to her colleagues and students, is recognized for founding the discipline of devcom. In 1971, she delivered the paper “Development Communication in the Agricultural Context" (Quebral, 2006) to honor the outgoing dean of the UPLB College of Agriculture, Dioscoro L. Umali. She coined development communication to mean “the art and science of human communication applied to the speedy transformation of a country and the mass of its people from poverty to a dynamic state of economic growth that makes possible greater social equality and the larger fulfilment of the human potential" (Quebral, 2006, page 101). At this time Quebral was chair of the UPLB Department of Agricultural Communication. In 1973, the department was renamed Department of Development Communication and the degree Bachelor of Science in Development Communication was approved to be offered."

And, Song Shi writes, discussion on the potential of other approaches in ICT4D in China has also emerged among scholars. Hina Ayaz discusses the “Multiplicity Approach in Participatory Communication” in Pakistan – wherein the country adopted the Global Polio Eradication Initiative – only to run into negative perceptions and banning of polio vaccinations. However, a shift to a more successful approach, grounded in UNICEF’s social mobilization and communityinvolvement communication strategy, brought significant success. While many of the Handbook case studies incorporate participation as a significant development factor, they also address a wide range of social and political issues including, for example, civic engagement, sexual harassment, empowerment, and community voices. In addition to an abundance of case studies from around the world, the Handbook delves into various research methods that are being used to understand and design communication for development and social change interventions [...] Handbook editor Jan Servaes' own chapter (with Rico Lie), “Key Concepts, Disciplines, and Fields in Communication for Development and Social Change ” identifies five clusters of concepts and practices that are evident in the field today and which determine the activities and approaches in communication for sustainable development and social change interventions: The clusters are (1) a normative cluster of concepts; (2) a cluster of concepts that sets an important context for communication activities for development; (3) a cluster of strategic and methodological concepts; (4) a cluster of concepts that relate to methods, techniques, and tools; and (5) a cluster of concepts that addresses the practices of advocacy, (participatory) monitoring and evaluation, and impact assessment. The authors extend their discussion into three subdivisions: (1) health communication, (2) agricultural extension and rural communication, and (3) environmental communication (including climate change communication). This leads the reader into issues related to (1) right to communicate; (2) education and learning; (3) innovation, science, and technology; (4) natural resource management; (5) food security; (6) poverty reduction; (7) peace and conflict; (8) children and youth, women, and senior citizens; and (9) tourism. Some of the forerunners of development communication have not been forgotten. In “Daniel Lerner and the Origins of Development Communication”, Hemant Shah links Lerner’s 1958 book Passing of Traditional Society to today’s modernization and faith in technology to solve social problems. Also contributing to the foundation of this field is Paulo Freire who contributed much to idea that participation should be a vital part of the development dialogue. Ana Fernández-Aballí Altamirano’s chapter on "The Importance of Paulo Freire to Communication for Development and Social Change" highlights his main work Pedagogy of the Oppressed as a "before-and-after" in the fields of education, research, and communication, initially in Latin America and later in both North and South. Particularly in the case of development communication and communication for social change, the author stresses, Freire’s work had a definitive impact ..." Results showed that between 1979 to 1989, most of the students' research were on agriculture, mass media and health. In the recent years, there has been an accommodation of other development issues including health, environment and information communication technology. Most of the studies, however, focused mainly on two areas of communication research – audience and effects. Although communication books list more than 200 communication theories, only 18 were used in the students' research. Most of the studies used quantitative methods, but an increase in the number of qualitative studies or a combination of the two was noticed in recent years. A good number of the studies tested relationships among variables. The major findings of most of these studies were: (1) information exposure significantly influenced knowledge, attitude and practice; and (2) the socio-demographic variables that most often emerged to have significant relationship with knowledge, attitude and practice were age, sex, educational attainment and income."
