freedom of expression and media development. The stories presented here are some examples of how the MDP works to provide countries and their populations with the necessary tools to nurture a free and independent media. This includes promoting the adoption of policies and standards on freedom of expression and safety of journalists, and fostering diversity, gender equality and media and information literacy through and with the media. Hence the name given to this series of articles: Let Free Media Thrive." (Editorial, page 2)

of violence journalists face, the impunity for said crimes, and its impact on freedom of expression and democracy. This overview draws on the statistics of non-governmental organizations and other international bodies to demonstrate the global nature of the problem. The second chapter explains the methods of international organs— such as the United Nations, the organization of American States, the African Commission on Human and Peoples’ Rights and the Organization for Security and Cooperation in Europe— have employed to combat such impunity. Declarations, resolutions, plans of actions and judicial opinions from international courts all inform this capsulation. The third chapter describes the programs countries have implemented to confront the issue, specifically within Latin America. Such innovations include the creation of special prosecutors, the federalization of crimes against journalists, and protection programs." (Page 3)

cussions on what the focus of media development support should be in Afghanistan in future to ensure that Afghan media can play its crucial role in supporting peaceful and democratic development. The data presented in this report largely stems from on-going monitoring of media workers’ safety carried out by the local body Afghan Journalist Safety Committee (AJSC) and its safety coordinators and network of volunteers across Afghanistan. The AJSC implements the IMS-established, countrywide Afghan Journalism Safety Mechanism, a set-up that combines a number of components to enable local media workers to survive and provide the public with accurate, reliable information under the most challenging of circumstances." This fundamental legal change would be significant in ending the cycle of impunity and the botched investigations that currently feed the violence; strengthening the special prosecutor’s office, with additional funding and staff, to more effectively go after those accused of these crimes; forming a common front in the media to tackle the problems of security for journalists and the risks of reporting on transnational organized crime; persuading national opinion leaders to speak out about the violence and its impact on society; targeting international aid specifically for the protection of journalists." garding what improvements are necessary to ensure journalists are provided the best possible pre-deployment preparation. However, after working and observing developments in this area over several years, three main issues have presented themselves.First, there is little investigation or analysis being conducted into these training programmes. Second, there are few independent organisations working to standardise the training and support provided to journalists. Finally, the extent of training and support to the local correspondents, fixers and stringers in developing countries, that most international media organisation depend on in these locations, has become an unfortunate casualty of shrinking international news budgets."
