accommodation on radio to foster more liberating and inclusive ways for multilingual speakers. It is a conceptual paper informed by the Afrikology perspective which we findmore useful in tackling African issues from a more realistic perspective. Using radio as a medium of ethnic lingualism, we argue that Africans should tackle their own multilingualism issues. We chose radio because it is the most used medium of communication in Africa, reflective of grassroots social identities. We cite cases of multilingualism in Southern Africa to propose what we refer to as multilingual accommodation in radio broadcasting. The article argues that majority languages in Africa are not monolingualism but family languages of numerous dialects reflecting the co-existence of diverse ethnolinguistics in the pre-colonial era. We define multilingualism as abilities of co-existence in African contexts and the reflection of this co-existence in radio broadcasting. By multilingual accommodation, we suggest sustenance of multilingual programmes by radio hosts, guests and participants in both minoritised and majorised indigenous languages." (Abstract)

e is based primarily on an explorative group interview with four young people from a Year 8 class in a multilingual lower secondary school in Denmark. The youth have Somali and Afghan background, consider themselves practicing Muslims and can be described as ‘religious heritage learners of Arabic’ (Temples 2013). The article explores the quranic app practices of the young people as reported in the interview and shows how the young people use the quranic apps to engage with the sacred text of the Quran in different ways, with different objectives and drawing on different languages. Building on Rosowsky’s (2008, 2010, 2012, 2013, 2015) research on faith literacies, the analysis reveals that the young people have radically different understandings of that it entails to ‘read the Quran’ and that their quranic app practices vary greatly, but also that their choice of app is consistent with their stated objectives, priorities, preferences and practices. The different quranic app practices thus all appear meaningful, consistent and legitimate. Based on the analysis, the article calls for further investigation of young people’s quranic app practices." Reforming of state mouthpieces into public service media can indeed be achieved. This is one of the most important findings of this study. DW Akademie researchers here present examples of media outlets that fulfill their public service remit of creating a public sphere and supporting integration to a substantial degree. Even among the success stories, not all the media outlets studied here have adopted a public service ethos to its full extent. Their work, however, improved considerably. In assisting reform, media development actors were thus able to enhance the public’s freedom of expression as well as its access to information – two basic human rights we see as important prerequisites for peace and democracy. On the other hand, this study shows how difficult and complex transformation is. State media are often highly politicized. Successful transformation, therefore, requires support of a lot of different actors: the political elite, civil society, the management of the broadcaster, its staff, and last but certainly not least, the public as a whole. It is vital that media development actors identify windows of opportunity and profit from them in order to propel change forward.
At the same time, this study demonstrates that media development organizations have to think beyond their traditional fields of expertise: capacity development and newsroom consultancy. A much broader approach is needed if substantial and sustainable development is to be achieved. DW Akademie is currently implementing a new, more complex strategy for successful media development cooperation that takes this into account. Political and legal frameworks have become a strategic area of activity. Other equally important areas comprise qualifications, professionalism, and economic sustainability of the media sector, participation in society, and digital change. With regard to public broadcasting, political and legal frameworks are especially important in order to ensure editorial independence of former state broadcasters. Furthermore, media development actors have to engage more in organizational development. Therefore, at the end of this study, we dedicate a whole chapter to this question.
This study of selected media outlets from twelve countries does not attempt to provide a final answer to the question of successful public service transformation. It aims at giving an overview of what has been achieved in practical work in this field in the course of the past years. More research is needed to understand which steps of reform are needed for a genuine transformation that is sustainable in the long term. The media are undergoing crucial developments. Digital change, convergence, and social media have increased pluralism of opinion substantially in many parts of the world. At the same time, the media face new challenges with respect to their economic sustainability. The notion of public service media that offer a model for providing journalistic quality without financial dependence deserves further thought." (Preface)

With the rapid rise in the use of mobile phones, texting is becoming increasingly central as a means of communication for the students, and the social network with whom they text is growing. This working paper investigates texting as literacy practices, putting the accent on language choices: what role do they play in constructing these new practices? What are the motivations and the functions of the students’ languages choices? The analysis is based on six months of fieldwork in Dakar, during which I collected 496 SMS and interviewed and observed the 15 students who had sent and received the messages. I will focus on the practices of three of the students: Baba Yaro, a Fula-speaker born outside Dakar who has come to the Senegalese capital to undertake his studies, Christine, a Joola-speaker born in Dakar, and the Wolof-speaker Ousmane, from the suburb. I argue that in order to manage relationships and express different aspects of their identity, the students both exploit and challenge dominant language attitudes in their texting." (Abstract)
