on what have been salient at different conferences can be made. If we start with the M4D in Senegal 2014, we can see that from that conference stems a book where the chapters “initiate evocative conversations on how mobile technologies can contribute to expanding mobile participation practices” (Wamala-Larsson, Hellström, and Scharff 2015, 12). In Mozambique, in 2016, there were some contributions connecting to radio and TV technology; the M4D 2018 conference in Uganda included some papers on how utilities can be backed by subscription schemes via mobile services, as well as by apps where citizens can report dysfunctions and illicit use. The M4D 2020 did not take place, as the COVID-19 pandemic prevented the possibility of running a conference on site and it was postponed to 2022, when Rwanda saw the first blended M4D conference. The Zoom presence for several dozen participants over three days went very well and, via two cameras and two large screens at the venue site, they blended in well at the conference. The IT maturing effect caused by the pandemic was thus noticeable. Among the presentations it was noticeable that the Internet of Things and drones, often blended with machine learning, are now imaginable as “mobile technology”. Of course, drones are always mobile, and IoT sensors often travel with cargo, but it was the realisation of the affordability of these technologies for food chain, livestock, and crop management, combined with their reliance on mobile phone networks to make use of farmers’ photos and senor data, that made such presentations appropriate at a conference that focuses on affordable communication technology. While technology is a prerequisite, in this volume, based on selected contributions to that conference, we will balance some imaginations with some assessments. The focus will not be on the “new” M4D, even though we acknowledge that it is time to set up demonstration farms with IoT and machine learning, as pointed out by Ronald Katamba from Uganda in an interview (Pettersson and Rehema 2022, 145), and books are now published on Applying Drone Technologies and Robotics for Agricultural Sustainability (Raj, Saini, and Pacheco 2023, with examples from India and Zimbabwe; see also FAO and ITU 2022). Instead, the chapters selected for this book adhere to the theme of knowledge dissemination and knowledge development, as mentioned already. One chapter was invited to report from the African Center of Excellence in Internet of Things, hosted by the University of Rwanda in Kigali, to illustrate the efforts to build native technological competence on an advanced level. That chapter simultaneously demonstrates the growing pan-African collaboration in the academic infrastructuring project." (Foreword, pages x-xi)

tors; personal data is aggregated into large-scale datasets, a practice that feeds economic concentration and monopolization. Big data also has become central to the business model for agricultural companies; it is a claim made by the companies themselves. Yet, little is known about their specific strategies to do so.We aim to fill this gap, asking how is agricultural data transformed into value by the most powerful agribusinesses and ag-tech firms? Through the lens of assetization, we examine corporate strategies for transforming agricultural data into value. We draw on literature from food studies, specifically political economic analyses of the historical practices of agricultural corporations, as well as literature from critical data studies that investigates data as an asset. For our analysis, we rely on a variety of gray literature and public-facing documents: financial documents, sustainability and shareholder reports, terms of use, license agreements, and news articles. Our results contribute to the critical data studies literature on agricultural big data by identifying three main strategies of assetization: securing relationships and dependence, price-setting and data sharing, and product development and targeted marketing. The strategies have socio-ecological implications; our results indicate the reproduction of asymmetrical power relations in the agri-food system favoring corporations and the continuation of long-standing dynamics of inequalities." Our findings reveal that when wheat selling prices were provided immediately after the harvest – when prices are typically at their lowest – only the information provided by Ethiopian informants led to a reduction in sales decisions and sales volume during that period. This information did not affect selling prices during the lowprice period. However, analysis of data collected six months post-harvest shows that the selling price of wheat increased by approximately 14% due to information from Ethiopian informants. This suggests that farmers used the price information to delay sales until prices were higher, rather than negotiating with traders during the low-price period. Additionally, our heterogeneity analysis reveals that older, poorer, more socially isolated, and female farmers benefited more from domestic informant information, likely due to their previously limited access to information. These findings demonstrate the potential of social media for efficiently disseminating price information and highlight the importance of informant homogeneity in the effectiveness of such interventions." Multinational agribusinesses operate sectoral ag platforms that analyse spatial, weather and agronomic data to optimise farming operations, whilst Big Tech companies provide the digital infrastructure, including cloud computing, data analytics and artificial intelligence. We explore how these pre-existing oligopolistic market structures influence the process and outcomes of platformisation in the ag sector. Using expert interviews, field observations, economic relationship mapping and an extensive literature review, we investigate relationships amongst multinational agribusinesses and between agribusinesses and Big Tech companies. Our findings reveal that Big Tech and multinational agribusinesses are collaboratively establishing digital platforms as the core organisational form of digital agriculture, aiming to consolidate most services. This collaboration blurs the lines between traditionally distinct industries, fostering overlapping ecosystems and mutually beneficial economic relationships in an already highly concentrated market. This dynamic has the potential to reinforce the market position of established companies, increase farmers’ dependency on agribusinesses and contribute to fragmented and siloed data systems." Women are underrepresented across digital agriculture services due to social and digital inclusion barriers. For example, gendered roles in farm households, lower levels of land ownership, mobile phone ownership and digital skills, and less trust in male purchasing clerks and agents all prevented women farmers from reaping the benefits of digital services, especially digital advisory and loans.
Younger farmers under 25 are still underrepresented among users, despite being a more tech-savvy demographic. The prevalence of older farmers among users is a reflection of ageing farming populations. On average, farmers older than 55, women and farmers with disabilities were less likely to recommend services than younger men without a disability.
Adoption and usage of digital agriculture services can only scale when they account for the diverse needs and capabilities of smallholder farmers. Specifically, digital agriculture services for smallholder farmers need to be adapted to low digital literacy levels, be relevant to small-scale production, an ageing demographic and should aim to be more inclusive of women farmers." The findings show: - the role of the state in governance and institutional support is critical to facilitate the collaboration and participation of different actors;-the importance to develop acomprehensive localized developmental implementation framework that can support the adoption of digital solutions to support small-scale farmers. Selbst in Ländern wie Somalia, wo Infrastrukturen gleich welcher Art kaum existent sind, funktioniert eines recht zuverlässig: das Mobilfunknetz. In einer High-Tech-Fabrik in Ruanda laufen seit neuestem täglich zehntausend »MaraPhones« genannte Smartphones vom Band.
Die durch Smartphones und Mobile Phones entstehenden Möglichkeiten werden überall auf der Welt ausgiebig genutzt. Tiefgreifende gesellschaftliche und wirtschaftliche Veränderungen sind die Folge. Familiäre Beziehungen werden neu gestaltet und klassische Modelle sozialer Interaktion wie »Freundschaft« neu definiert. Praktisch jeder Wirtschaftssektor ist gründlich von den Handys auf den Kopf gestellt worden. Auch in der kleinbäuerlichen Landwirtschaft in Ostafrika gehören Smartphones längst zum Alltag. Ohne dem Kulturpessimismus zu frönen: Es liegt auf der Hand, dass all diese Entwicklungen nicht nur Chancen, sondern auch große Gefahren bergen. Mit keiner anderen systemrelevanten Technologie lassen sich Manipulation und Überwachung von Individuen besser bewerkstelligen als via Smartphone. Die mit erpresserischen Methoden exekutierte Datensammelwut der großen Konzerne hat durchaus eine Entsprechung in der Überwachung durch autoritäre Regime. Dagegen klingen frühere Dystopien à la »Big Brother is watching you« harmlos.
Im Bereich des Politischen wird besonders deutlich, wie groß die partizipatorischen Potenziale einer Demokratie von unten via Social Media sind, aber auch, wie schnell diese in Regression, Manipulation und Repression münden. Der Arabische Frühling galt zu Recht als »Facebook-Revolution«, das hierarchische Sender-Empfänger-Prinzip war partiell aufgehoben. Was aber vor staatlicher Verfolgung nicht nur nicht schützte, sondern sie oft überhaupt erst ermöglichte. Perfektioniert wird politische Kontrolle via Smartphone einmal mehr von der KP der Volksrepublik China. Sie hält ihre 90 Millionen Parteimitglieder via App auf Kurs – und wehe, jemand liest zu wenig Beiträge und sammelt nicht genügend »Lernpunkte«!
