"This case study shows that Rwanda’s laws and its national, sector-specific and ICT sector policies, strategies and regulations are well coordinated and embrace a whole-of-government approach and the spirit of collaboration. Rwanda’s regulatory and policy frameworks furthermore “tick all of the boxes” required in order to support the African Union’s Agenda 2063, the East African Community’s Vision 2050 and Rwanda’s national Vision 2050 and to achieve the United Nations Sustainable Development Goals by 2030.
