"The UNESCO/DANIDA Basic Learning Materials Initiative originated in the International Consultative Forum on Education for All. The first phase of the programme began in 1993, with a survey of the book sector in selected countries, and culminated in the publication of a manual entitled “A Guide to Sustainable Book Provision. From Plan to Print”. This further manual is designed to assist UNESCO National Commissions and Ministries of Education, in the organization of the various logistical aspects of national book sector consultations. Since its first conception in 1997, it has been revised several times, after the experiences gained in several African countries. It includes suggested guidelines for the organization of national book sector consultations, recommended agenda, and a range of notes to assist chairpersons, facilitators, and presenters." (Hans M.
