"This white paper seeks to unpack the use of Indigenous or non-majority language in the existing digital landscape. This ties into ideas about digital colonialism (Kwett, 2022), wherein hegemonic, or dominant, languages are threatening and jeopardising the ability for local language speakers to expr...ess themselves and communicate in digital spaces. We hope to analyse a sample of existing scholarship on digital inclusion to examine how it plays out specifically through the use of local language on social media. We map key issues at work when local languages are used on social media platforms. These may concern issues that build on the theme of the digital divide to raise questions about digital equality, participation, citizenship, belonging and identity. Through this white paper, we aim to understand how the digital onboarding of language may empower, limit, extend and enrich user engagement. We also seek to unpack themes of access, safety and usability that the average user in these contexts may experience when using digital platforms for communication and daily life." "Covering the polarizing and fragmented opinions over Islam and the rights of women, for example, requires context, attachment to core ethical values, and stylish truth-telling. Without professional expertise, a good understanding of the issues in play and a commitment to diversity in their approach... media and journalists can do damage. They can incite hatred. They can perpetuate stereotypes. They can create ignorance and misunderstanding. These guidelines aim to help editors and reporters to avoid these pitfalls, to better understand the issues and to shape their stories in ethical ways. It is not easy in an aggressive and competitive media landscape where journalism can become trapped in a world of sensational headlines and sound bites. News media are often vehicles for Islamophobia, sometimes inadvertently, through the rushed reporting of intemperate political discourse. Often there is a lack of fact-based analysis and a lack of clarity over changes in policy that may impinge upon basic freedoms, such as free speech, religious freedom and equality for women. These guidelines are not instructions to journalists on how to do their work. They provide tips and suggestions on the ways media can avoid reproducing biased discourse that does harm through reporting that will provide the European public, policymakers and civil society groups with truthful information on the threats posed by anti-Muslim racism, particularly as it affects to women." "Turning to an ICT-based community development known as the Telecentre Programme amongst Orang Asli, an indigenous people groups in Peninsular Malaysia, this paper describes why a remote virtual management devise was invented to encounter challenges related to rugged terrain constraints, which would... have directly impacted the planning and the execution of programmes designed at the telecentres. This paper argues as a technological solution, the virtual remote management system has powered an ecosystem, which shored up the digital inclusion of the indigenous communities and in the process enabled the enhancement of local informational capabilities. To this end, it reduced their technological dependency on outsiders leading to the usability and sustainability of the telecentre for local capacity building and socioeconomic benefits for the disadvantage communities." "Die SIM-Studie stellt einen grundlegenden Situationsbericht zum Medienumgang Älterer in Deutschland mit einem speziellen Fokus auf digitale Informations- und Kommunikationstechnologien dar. Hierfür wurde im Zeitraum vom 22. März bis 31. Mai 2021 eine repräsentative Stichprobe von 3000 Personen ...ab 60 Jahren telefonisch befragt. Zunächst zeigen die Ergebnisse der SIM-Studie 2021, dass Seniorinnen und Senioren in Deutschland durchaus über ein reichhaltiges (Geräte)-Repertoire zur Mediennutzung verfügen: In allen Haushalten ist ein Fernsehgerät vorhanden, auch ein Radiogerät gehört bei fast allen (91 %) zur Grundausstattung. 83 Prozent haben einen Internetanschluss, 78 Prozent W-LAN. Im Besitz eines Computers sind drei Viertel der Haushalte (77 %). Ein Smartphone ist bei 72 Prozent vorhanden und auch ein Tablet ist in fast der Hälfte der Haushalte verfügbar (48%). Die Ausstattung spiegelt sich auch in der Nutzung wieder: 94 Prozent der befragten Personen sehen jeden oder fast jeden Tag fern. Auch das Smartphone wird von 63 Prozent der Personen ab 60 Jahren täglich genutzt, von zwei Fünfteln sogar mehrmals täglich (41 %). Jeder Zweite nutzt täglich einen Computer (51 %). Knapp jeder Dritte ein Tablet (30 %). Angesichts der hohen Zahlen beim Gerätebesitz und deren Nutzung verwundert es nicht, dass für einen Großteil der Befragten auch die Internetnutzung mittlerweile zum Medienalltag dazugehört: 81 Prozent geben an, "zumindest selten" online zu sein. Allerdings ist ein Alterseffekt erkennbar: Sind es bei den 60- bis 69-Jährigen 92 Prozent, zählen sich bei den über 80-Jährigen nur 51 Prozent zu den Onlinerinnen und Onlinern. Auch das Geschlecht (Männer sind häufiger online als Frauen) und der formale Bildungsgrad (Befragte mit Abitur/ Studium sind häufiger online als mit Haupt-/ Volksschulabschluss) spielen u.a. eine Rolle. Auch konkrete Online-Aktivitäten wurden im Rahmen der SIM-Studie 2021 untersucht. Bei der Frage, was die befragten Onlinerinnen und Onliner im Internet machen, kristallisieren sich vor allem vier Tätigkeiten heraus: Knapp zwei Drittel nutzen täglich WhatsApp oder vergleichbare Dienste (64 %), etwa jede/-r Zweite informiert sich zu aktuellen Themen/Nachrichten im Internet (53 %) oder nutzt Suchmaschinen (50%), über E-Mail kommunizieren 42 Prozent jeden oder fast jeden Tag. Kommunikation und Information/Recherche scheinen also wichtige Motive zur Nutzung des Internets durch Ältere darzustellen. Bei der genaueren Betrachtung des Informationsverhaltens zeigen die Ergebnisse außerdem: Das Thema ist entscheidend für die Wahl des Mediums. Steht bei der Information über "Aktuelles aus der Welt" oder das "Thema Corona" das Fernsehen bei 61 bzw. 49 Prozent der Befragten als Quelle an erster Stelle, punktet die Tageszeitung bei der Information über "Regionales" (52 %). Zur Beantworung "konkreter Problemstellungen" (43 %), Informationen zu "neuen Produkten" (40 %) oder "Gesundheit und Pflege" (26 %) wird vor allem das Internet herangezogen." "Online attacks on women journalists appear to be increasing significantly, as this study demonstrates, particularly in the context of the ‘shadow pandemic’ of violence against women during COVID-19. The pandemic has changed journalists’ working conditions, making them yet more dependent on di...gital communications services and social media channels. The emergence of the ‘disinfodemic’ has also increased the toxicity of the online communities within which journalists work, making journalists “sitting ducks” according to the UK National Union of Journalists’ Michelle Stanistreet, interviewed for this study. Our research also highlights the threefold function of disinformation in gendered online violence against women journalists: 1. Disinformation tactics are routinely deployed in targeted multiplatform online attacks against women journalists; 2. Reporting on disinformation and intertwined issues, such as digital conspiracy networks and far-right extremism, is a trigger for heightened attacks; 3. "This report analyses how governments are building climate and carbon factors into their broadband policies, looks at the consequences of inaction, and suggests policy recommendations towards a greener internet. We compiled publicly available documents for the national broadband plans from the 100 l...ow- and middle-income countries where A4AI has measured internet affordability for the past three years. From these countries, we conducted a keyword search for their mentions of the environment, climate, energy, electricity, and sustainability. From these results, we contextually analysed each mention and compared keyword mentions and density across plans and conducted additional textual analysis. We found that environmental themes are infrequently mentioned and exist mostly within the margins of broadband policy, if at all. An environmental keyword appeared once every 6-7 pages, on average. Genuine targets and policy reforms were even less frequent. These issues are described as limiting factors (reasons why social and economic situations are not better today) or as future possibilities (positive assumptions about what could happen from greater internet access and ICT use). Frequently, these same words - the regulatory environment, sustainable business models, and the investment climates - were used beyond their original meaning to frame policy debates around systems thinking, and did not relate to climate factors at all. Energy was one of the most common environmental themes across national broadband plans. The countries that had most environmental references in their policies, such as Nepal and Peru, tied their ambitions for greater access to the internet with greater access to electricity. This matches with countries' development paths where internet access and electrification are concurrent efforts." (Executive summary, p.3)

"This research confirmed an upward trend in number of women journalists working in newsrooms. Over 30% of the journalists employed in the seven surveyed media houses are women. Women are however disproportionately represented in managerial (15%) and editorial decision-making positions (26%) compared... to men. Most female journalists report on so-called “soft news” topics compared to hard news. Historical and informal preferences for men reporting on certain topics, the gender bias of supervisors, and the personal interests of some women journalists appear to be the key factors determining this. However, in some newsrooms as many women report on hard news topics compared to soft news, while men also work on entertainment, cultural and children’s programming. This suggests that the editorial roles in the newsrooms surveyed is not always strictly gendered. Most newsrooms lack a gender desk to co-ordinate reporting on women’s issues, or to respond to the needs of women journalists in the newsroom. While several newsrooms have adopted gender-sensitive guidelines developed with the help of UN Women, the extent to which these had been applied in a practical way in newsrooms was unclear. Gender-sensitivity training for journalists in newsrooms is also limited without outside intervention." (Executive summary)

"The primary payment method for mobile internet usage in most developing countries is prepaid, with the amount tied to a specific volume of data usage. Data volume is therefore a useful yardstick to determine how much is needed to carry out important welfare enhancing activities online. For foundati...onal online activities, which include websites for public services, health information, shopping, learning, and news, we estimate using data from six developing countries that 660MB per month, per user are needed for these welfare-enhancing activities. For common recreational online activities – particularly social media use – we estimate that an additional 5.2GB per month, per user is needed, for a total of approximately 6GB per month, per user. While the cheapest 30-day data packages in most of the countries examined exceed this minimum estimate, the cost of these packages exceeds more than 2% of income for the bottom 40% of the population, which risks widening the digital divide. The COVID-19 pandemic has further increased the demand for data by triggering widespread use of video conferencing for work, learning and health among others. This increased demand, along with the continuous development of more data-heavy content, will continue to inflate the minimum data needed for welfare enhancing activities, which may further exacerbate the digital divide if more affordable packages or other alternatives mechanisms for facilitating connectivity are not provided for the most vulnerable populations." "This report provides an overview of how digital technologies are being used to support youth’s transition from school to work, ‘learning to earning’, in displaced and host communities. Based on a rapid analysis of emerging approaches and lessons in this burgeoning space, the report’s purpos...e is to inspire concerted attention and action to ensure effectiveness and scale of such digital enablers. The focus of the report is on youth in forcibly displaced and host communities, though many of the solutions presented serve youth in vulnerable contexts more widely, with applicability to forcibly displaced persons (FDPs) and migrant populations more broadly. Many insights are also relevant to youth programming more generally, though efforts have been made to draw out the specific considerations for forcibly displaced youth. The report intentionally takes a global view, though the majority of solutions presented are implemented in the Middle East and North Africa (MENA) and sub-Saharan Africa (SSA) regions, which coincides with the focus of the PROSPECTS Partnership. The experiences of forcibly displaced youth vary widely, across and within national boundaries. The solution landscape is also complex, involving different national and international agencies working at national and local levels. Even within countries, school-to-work transition differs according to whether forcibly displaced youth reside in camps or in resettled urban settings, and whether youth are still ‘in transit’.
